Nine more persons receive core houses

The Central Housing and Planning Authority (CHPA) today presented the keys to the beneficiaries of nine core homes constructed at Block XXX Non Pariel, East Coast Demerara and formally handed over to the Buxton-Foulis Neighbhourhood Democratic Council (NDC).

The beneficiaries, in addition to receiving the keys to the houses, were also provided with a hand book prepared by the CHPA that contains ‘do it yourself tips’ on maintaining and expanding the structures.

Commencing on May 24, 2010 applicants were invited to be beneficiaries of core homes in Block XXX, Non Pariel. After the process of elimination with regards to fitting the eligibility criteria 18 persons were selected for the core home pilot.

The nine houses that will accommodate 38 persons were constructed at a total cost of $11.2M, with the individual beneficiaries contributing $100,000 towards the construction of their own homes.

Minister of Local Government and Regional Development Norman Whittaker addressing the beneficiaries said that an examination of the People’s Progressive Party/ Civic (PPP/C) manifesto since its ascension to office will show its commitment to areas that will make a difference in the lives of citizens.

Minister Whittaker told the beneficiaries that over the past 19 years, Government has worked assiduously with international agencies, with the staff at the Ministry of Housing and Water, and local government authorities in all areas to provide people with access to housing and, the Government’s effort is evident from the transformation of the physical landscape.

Minister Whittaker said that the demand for houselots has been so great that even areas that were devoted primarily to economic activities; the Government has been forced to utilize them in order to meet the demand for houselots.

The latest figure shows that nearly 100,000 have benefitted from houselots under the PPP/C administration; one-third of which has been distributed along the East Coast Demerara, he said.

Government has not only provided the houselots but has also made available the basic infrastructure such as roads, bridges, water supply and electricity.

This support, the Minister said, has been focused in all areas, as ‘issues of ethnicity, political affiliation, and religion do not factor in decisions of where or how Government assists people to own their houselots and build their home.’

The Minister told the beneficiaries that Government expects them to maintain the core homes and work with the NDC to improve the supporting infrastructure.

Chief Executive Officer, CHPA, Myrna Pitt, told the beneficiaries that the agency was happy to see that some of them have commenced occupying as well as expanding the core homes.Seven of the nine beneficiaries had commenced occupying their homes before today’s official handing over ceremony.

Pitt however, reminded the beneficiaries that all extensions must conform to the design of the expanded core home.

Touching on the Buxton-Foulis’ governance of the housing scheme, CPHA official, Germaine Stuart, said that the primary purpose for transferring of the scheme is to ensure that ‘the Buxton-Foulis NDC plays a more active role in the community development process by managing the local affairs and ensure any future development is carried out in a proper and harmonious manner.’

“The transference is a partnership towards the ensuring of the sustainability of the scheme,” Stuart said.

The NDC among other thing is required to ensure all building works in the housing scheme is in conformity with building plans.

Chairman, Buxton-Foulis NDC, Rudolph Blair said that the NDC is happy to accept the governance of the scheme. Blair also welcomed the core house beneficiaries into the Buxton-Foulis family.

The core house is part of a larger Second Low Income Settlement Programme (LIS-2.) that is funded by the Inter American Development Bank (IDB) and implemented by the CHPA, to addresses issues of affordability and sustainability in housing.

The core unit, designed by the CHPA, is a 330 square foot timber and concrete structure, elevated three feet from ground level, outfitted with a basic kitchen sink, electrical wiring, plumbing, and enclosed sanitary block comprising a toilet, and shower that lends itself to easy expansion as the occupant is able to afford.

CHPA has also tendered the construction of another 43 houses that are to commence construction shortly in West Minister Phase 1 and another batch in Block EE Non Pariel and in Area B Lusignan It will soon advertise for tender for the construction of 54 others in West Minister Phase 1 and Ondeerneeming Phase 1, West Bank Demerara.

In June 16 persons at Bath, West Coast Berbice received the keys to their core homes.
The Housing Ministry plans to build 400 such homes in different areas across the country.
