No sanctions for Guyana – Commonwealth Secretary General

[www.inewsguyana.com] – Commonwealth Secretary General, Kamalesh Sharma has responded to Minister of Foreign Affairs, Honorable Carolyn Rodrigues – Birkett informing her that there are no planned sanctions for Guyana from that end in light of the parliamentary prorogation here.

Rodrigues – Birkett has contacted the Commonwealth Secretariat, making the inquiry after being warned by British High Commissioner to Guyana that sanctions were likely should the prorogation persist.

The Foreign Minister in a media release on Thursday, January 15 stated, “further to pronouncements by the British High Commissioner, H.E Andrew Ayre, that Guyana has breached the Commonwealth Charter and can be reviewed as was done in the case of Fiji, it became necessary for the Minister of Foreign Affairs, Honorable Carolyn Rodrigues-Birkett to speak to the Commonwealth Secretary General, Mr. Kamalesh Sharma, to clarify whether the Commonwealth has made such a determination as the Government of Guyana received no communication to this effect.”

The Ministry said the Secretary General confirmed that there has been no discussion about the situation in Guyana with the British Government or its High Commissioner in Georgetown or by any other Commonwealth body for that matter.

“As such, there has been no conclusion by the Commonwealth that Guyana is in breach of the Commonwealth Charter,” the release added.

To this end the Foreign Ministry said statement made by the outgoing British High Commissioner is therefore most misleading.

The diplomat, who served in Guyana for the last three years, had called on President Donald Ramotar to bring a swift end to the prorogation of Guyana’s Parliament.

Rodrigues – Birkett took an immediate swipe at the Diplomat soon after his press conference on Monday last, saying he was being unkind to Guyana.

People have seen the corruption in Guyana. If no one is thrown in jail, no crime has been committed. The evils of the PNC are being handed down by the older generation to the younger generation. They know the AFC is not going to win a majority and form the government. They have to choose the better of the two evils. Most people really don't bother about who to vote for until election time.

These politicians sees the lack of interests by the electorate, so they just do as dey pleases. Each trying to out do the other. If the PNC gets in, is dead duck for the people of Guyana. And is the PPP who brings it on just like how they empowered Burnham.

 

Once the electorate is continually fed by Foreign based guyanese, they will not be motivated to have any interests in the affairs of their country.

Siggy, I honestly believe we will see the PNC and PPP work together after next elections. I see them teaming up to form the next government. There will be a lot of angry people in both parties, but I don't believe they will just let Guyanese suffer.

The PPP as usual is on the offensive mode to distract from their dictatorship!. The commissioner never said they were being sanctioned. He said he was giving a warning as to their extra parliamentary rule and they better get in line or the British can take it before the commonwealth in their quarterly sessions. He also advised that the substantial pipeline of funds going to guyana from the EU and Britain is not without conditions.

 

Those are implicit; the receiving states is a legal democracy with the people's business as its duty. It is not for the PPP friends and family enrichment schemes. Commissioners do not speak extemporaneously and without consultation among close allies. I am sure he spoke to the US, Canada and members of the EU.

 

The PPP has taken their offense to our people to the US and not Britain. Canada has already spoken out so do you think this   preemptive assault by the PPP will work? Not!!!!

The Commonwealth Secretary General cannot impose sanctions. The Commonwealth Secretariat which he manages is just the clerical-administrative arm of the Commonwealth. Only the 53 nations of the Commonwealth can impose sanctions by consensus.

That being said, all Commonwealth member-states are required to abide by its Charter. That document lays down parliamentary democracy as a pillar of the Commonwealth, the breach of which can attract sanctions.

In Guyana right now there is no parliament, hence no parliamentary democracy.

As one Commonwealth member, a very important one at that, Britain is concerned about the current absence of parliamentary democracy in Guyana.

Britain's official representatives, the Foreign Minister and High Commissioner to Guyana, have rightly pointed out that Guyana is flouting the Commonwealth Charter, a situation that can lead to sanctions.
