The United States Ambassador to Guyana, Perry Holloway, believes the revenues that are likely to come from the oil industry can transform the country to “one of the richest” in the western hemisphere.

“Examples of how the revenue could be spent include but are not limited to investing in hydropower and/or other forms of renewable energy, modernisation of health care facilities… better schools and universities, and infrastructure projects like a deep-water port and the road to Lethem,” Ambassador Perry Holloway said at a recent presentation of financial assistance to Guyana’s Extractive Industries Transparency Initiative (EITI) candidacy at the United States Embassy.

Ambassador Holloway cautioned that thoughtful planning by key stakeholders is needed to make this possible. “The government, in consultation with other key stakeholders will be able to decide in what sectors and projects the revenues are to be invested,” he explained.

Oil revenues could be used to develop hydro power which in turn would drive local manufacturing. While oil production would not create many jobs within the industry itself, the possibilities for job creation in other sectors are significant. Guyana’s oil production will be done off shore and initial plans do not include refining the product.

Minister of Natural Resources, Raphael Trotman, is optimistic when it comes to the potential of Guyana’s oil and gas industry. “Our government looks at this expected revenue as being explosively transformative for the economic and social development of all Guyanese,” he had previously indicated.

Minister Trotman pointed out that having an accountable and transparent sector also creates an improved investment climate. “(It is) a signal to international investors that the government has a clear commitment to transparency and good governance and strengthening accountability vis a vis the Guyanese people,” Trotman said.

To realise this potential, the government has been pursuing membership to the EITI to have an accountable and transparent extractive industry. The United States has provided financial assistance to Guyana to realise this membership.

Ambassador Holloway said this assistance, a grant through The Carter Centre, is part of putting infrastructure in place to facilitate the expected revenue from the emerging oil and gas sector.

Oil has not saved any country. Even in developed nations it has been a source of income for the extracting company and not the community. Norway is the only one where the money goes to the people and is managed for the people. All others misuse it. Third-world countries are not better off by oil but mired in increase violence, corruption, bloated government and an economy dedicated to the preservation of the life style of the government in charge

Storm, I agree with you 90%.  Apart from Norway, T&T has not done too bad though things could be better.  Angola is [thus far] doing a good job using oil to develop the economy benefiting the people.  I'm sure there are other nations out there, you just don't hear much of them as good things are never news-worthy.

What's worrisome, the PNC is so corrupt already with the little wealth the PPP built-up and left, why does anyone believe they will be clean with black gold gushing around them?

I have seen it written somewhere, "If you think education is expensive, try ignorance."  The people of Guyana are paying a very high price for the ignorance displayed by those who sold the government to the PNC.  The history books will tell you so.  And you don't have to go too far, just read some of these comments here on GNI and it will make you wonder.

I think you meant to say how can black people transform the society hence the analogy to Nigeria and not to any of the other nations failing in their use of oil cash like Albertia Canada or Australia and indeed Nigeria. 

I do not have any faith that Guyanese in general, meaning any government under our present autocratic system, can manage the oil wealth fairly on behalf of citizens. They will inevitable steal most of it with little trickling down. Your gripe is you think the PPP could do it better well but the had occasion to manage a wealth stream in the petrocarbide deal and they leeched it to the bone for their cronys.

The ambassador cannot tell us how to arrange our society. He offers advice and it is up to us to use it wisely. There is no denying that a steady stream of cash can transform the society. That is self evident. Of course he cannot call the administration potential crooks. We can and must because we have a history of corruption being the norm.
