Over $5.8B in “Because We Care” cash grants, uniform allowances to be distributed this year

The Government of Guyana will distribute a total of 193,679 “Because We Care” cash grants and school uniform allowances, with an estimated cost of over $5.8 billion in 2022.

Each child in the public and private school system will receive $30,000 – $25,000 as the grant and $5000 as an allowance for school uniform.

The distribution of the cash grant will commence on August 2 in Region Three (Essequibo Islands-West Demerara) and will continue throughout the country within the first two weeks of August.

“We’ll start in Region Three but almost everybody is going to be given it at the same between the first and second week in August,” Education Minister Priya Manickchand stated.

Earlier this year, the Education Ministry in a memorandum indicated that only parents and guardians who returned textbooks loaned to students for the school year by the Ministry will be eligible for the “Because We Care” cash grant.

The memorandum that was addressed to Regional Education Officers from across all ten administrative regions, informed that all textbooks that were loaned to students must be returned on or before July 7 for students to receive the cast grant.

The memorandum had also indicated to parents and guardians that if the textbooks granted to their child and/or children become lost or destroyed, they will be given the option of having the book(s) replaced. If the book cannot be replaced, a $5000 fee will be charged to the parent/guardian.

The “Because We Care” cash grant initiative was first introduced in 2014 and saw each public school child benefitting from $10,000.

However, the initiative came to a halt by the A Partnership for National Unity/Alliance for Change (APNU/AFC) Government but was reinstated in 2020 after the current People’s Progressive Party Civic (PPP/C) Government went back into office.

In addition to resurrecting the programme, the PPP/C increased the value of the cash grant to $15,000. This was alongside the $4000 uniform grant, meaning every child received a total of $19,000.

The PPP/C Government had initially stated in its manifesto that they will eventually increase these grants so that each student will receive $50,000 by 2025.

Even as the distribution of the “Because We Care” cash grants and uniform allowance wrapped up on Friday, Education Minister Priya Manickchand said government is committed to ensuring that all parents receive their monies.

Making remarks on the conclusion of the four-day distribution exercise, Manickchand said that her ministry will seek to address the issue of late registration and those parents who did not receive due to other reasons.

“We’ve had parents coming to say that they registered late and parents coming to say, particularly from private schools that their names we’re not on the register for one reason or the other so, we’re going to have to look at what we have remaining and whether we can serve all of those persons still in a second go around.”

“So, there is going to be 2-second tranches to be done; the first one being people who are legitimately on the list but could not get here for whatever reason – they’re work, they’re in the hospital, whatever – and we’ll announce those dates shortly. And then, the second one we’ll look to see whether the people who were not registered on time, didn’t do what we asked them to do, if we have enough in our budget to serve them,” the Minister noted.

She went on to explain that the budget for the cash grant and uniform allowance programme was arrived at based on the number of children registered. However, she disclosed that the ministry may still be able to “do something” for those who are unregistered.

Meanwhile, Manickchand further stated that the rollout of the grant was very smooth and noted that this is the first time the government has rolled a cash grant of this of magnitude.

“The Ministry of Education rolled out a really good programme of course with assistance from the Guyana Police Force and the Auditor General’s Office and so we’ve had not only a programme that was smooth and efficient but one that was really accountable and very transparent, and I’m very glad about that. I want you all to pause for one second and think about the fact that we just served one hundred and ninety-something children in four days, distributing probably more than $5 billion. Of course, the numbers are now coming in but that has never been done in this country before,” she declared.

Minister Manickchand assured that the Government will continue the distribution of the cash grants next year and keep its promise of increasing it each year.

“To all the parents, please know that this is going to be a continuous grant, we said that from the moment we started in 2014 that it was going to raise incrementally until it became at least $50,000 and we have stayed true to that promise. So, next year and the years following this will continue and even increase. Please spend this [money] wisely, this is supposed to be help for you, to get your children prepared for school and gives us great pleasure being in your service,” she posited.

‘Because We Care’ cash grant: Second phase distribution set for Thursday

The Ministry of Education will be conducting the second phase of distribution for the ‘Because We Care’ cash grant this week.

This phase will focus on two categories of beneficiaries; those parents who were unable to visit the respective distribution site during the initial phase and therefore could not uplift the grant and those parents whose child’s name did not appear on the list even though they are properly registered at their respective school.

The second phase of distribution will take place on Thursday, August 18, 2022, across Guyana at identified distribution centres. We encourage those parents who fall within one of the two categories above to make every effort to uplift the grant or to authorize a trusted individual to do so on their behalf.

Parents or guardians must present a valid form of identification such as their National Identification Card, passport or driver’s license. Parents or guardians who do not possess a form of identification must be identified by a community leader, a teacher or the headteacher of the school to be the parent or guardian of the child. If someone is being authorized to uplift the grant, they need to present a valid form of identification and the letter of authorization.

This exercise is necessary to allow those parents who genuinely could not have made it on the initial date to uplift the grant and to ensure that the children whose names were missing on their school’s list are not disenfranchised. The Ministry of Education is happy to give this grant to students for their education so that they can be better prepared for the new school year.
