But this election is so incredibly close that we should give the PPP/C the breathing room so that their supporters can be satisfied that they lost in a free and fair election and that their votes were properly canvassed.

 There is no but in the rules. As carter stated "Political leaders should act responsibly and allow GECOM to continue its work,” Carter said. “The law provides for recounts, and the submission of election petitions following the declaration of results by GECOM.” There is no recount before a declaration of a count. GECOM has failed us a second time.
