The police file on a citizenship case which had been reviewed by the DPP’s Chambers contained no evidence of unlawful activities by a Cuban man now at the centre of a major Ponzi probe.

This is according to a statement today from the DPP’s Chambers.

DPP’s Office Press Statement:

Pursuant to recent published articles in the media in reference to Former Minister of Citizenship Winston Felix’s statement on the granting of citizenship to a Cuban National, Mr. Yuri Garcia Dominguez, the Office of the DPP wishes to confirm that the police file in the matter of “Complaint by Concerned Citizen – Issuance of Citizenship,” was forwarded to these Chambers for legal advice in November 2019 and in April 2020.

The police file was first received at these Chambers in November 2019, and based on the statements contained therein, the file was returned to the Guyana Police Force (GPF) for further investigations on the immigration status of Yuri Dominguez and Laicy Pedroso. After the further investigations were completed, the file was to be returned to the DPP’s Office for further legal advice.

This was done and the file returned to these Chambers in February 2020;  legal advice was given based on the information contained in the statements.

“We herein state categorically, the statements in the police file did not disclose that Mr. Garcia was involved in any unlawful activities.” 

The complaint which sparked the investigation was made through an anonymous report and based on the investigations conducted by the police, there was no evidence of the commission of any offence by Yuri Garcia Dominguez.

Well someone failed their job. The facts of the case prove this. They ran a Ponzi scheme while Felix was in control of Citizenship, that’s a fact. Either Felix or someone under his authority  allowed Yuri into the the country, that’s a fact. Who should take responsibility? The man in the street?
