GWI CEO refutes PPP/C allegations of extortion

Chief Executive Officer of Guyana Water Inc. Dr. Richard Van West-Charles, yesterday morning hosted a press conference to address the recent statement made by the Opposition PPP/C.

Opposition Chief Whip Gail Teixeira told a press conference, “We have evidence of the Head of an agency within the Ministry of Presidency being in meetings with members of the private sector to seek donations of $12 million to carry out certain works.
“More and more we are hearing of businessmen of goods and services that are facing pressure to donate to Government and other times being called directly, by the Heads of these agencies and other Ministers, requesting donations, with threats of not getting work or contracts, if they did not make the donations.”


Dr Van West-Charles described the statement as an implicative statement, and ultimately a smear campaign against the government and its agencies. This campaign is designed by the PPP/C, he said.
He said that he felt that the statement was directed chiefly at GWI since they have been asking contractors and local businessmen for donations or assistance for the purpose of providing water for the people of Region Nine.
The residents of Region Nine have been enduring water shortage due to the unrelenting El Niño conditions, recently.
Van West-Charles also stated that at no time, should any GWI official request money from contractors or the public for quick processing of contracts or other services.
The CEO continued that at least 50 wells are needed across Region Nine, mainly in North and South Rupununi. He said that while our neighbour Brazil has pledged support, GWI approached several contractors and businessmen for help with construction of the wells.
While some businessmen donated cash, some contractors offered assistance with the construction, Dr. Van West-Charles said. “At no time were threats made; all donations and offers of help were voluntary.”


Several contractors were invited to the press conference to clear the air about the donations only a handful showed up. Most notable among those present was the outspoken contractor, Masood Ahmad, who stated that contrary to what PPP/C are intimating no threats or extortion was in play.
Masood continued that it was while under the PPP/C’s previous terms in office that unethical practice was the norm. He recalled instances where he would have to pay in order for a bid to be processed and that threats of no employment would be made if he did not comply.


The Director of Finance was present at the press conference with all cheques that were donated to GWI. The CEO indicated that he was willing to return all donations to the various donors but his offer was declined.
Dr. Van West Charles indicated that at no time did Guyana Times contact him for a comment or information pertaining to donations made to GWI. He concluded that the publication of such a statement could not be anything other than a vindictive smear campaign. He labeled the article reckless and vicious.
“Contractors can stand reassured that no one has to pay to get jobs or get their bids processed. The GWI will be transparent in all transactions.”

Two short comments on this issue. If the contractor is truthful that he had to pay money when the previous administration was in power, maybe he should now report the matter to the proper authorities o appropriate action can be taken. Also, if he used to give, is it plausible that he is not giving now.

 

I feel uncomfortable with the government agency asking contractors and those with whom they have financial dealings for donations. What is a contractor to do., Refuse and risk no work, etc. Get real.
