Perhaps Anil dozed off. I saw quite a few photos of politicians dozing off when they should be attentively doing the people's business. 

 

Several Government Ministers were caught ‘napping’ in the National Assembly yesterday during the presentation of the 2017 Budget. If not ‘napping’, then they were seemingly in deep concentration as their colleague Minister of Finance Winston Jordon presented his budget which was later described by Opposition Leader Dr Bharrat Jagdeo as the ”worst budget he has ever seen!”
