I arrived at this conclusion since yesterday based on the explanation of the SOPs by SJ4321.If all parties had valid copies of the statements, then the rest was simple arithmetic.
The perception of deliberate stalling and incompetence by Gecom gave rise to suspicion. Surujbally and company must be replaced ASAP.

Note, the process unfolding on election night was a listing of precinct when they came in. That never continued after it was shut down at nine on election night.
I do no doubt they have the SOPs but the PPP called for this recount because it knew it needed a couple of seats.
