Former Speaker Mr. Ralph Ramkarran
THE governing People’s Progressive Party Civic (PPP/C) said it has taken note of media reports that the Alliance for Change (AFC) is collaborating with the A Partnership For National Unity (APNU) to decide on who will be the Speaker of the National Assembly.
Earlier, Mr Ramjattan was reported as urging APNU to support the AFC’s nominee for Speaker and the AFC would back the APNU’s nominee for the Deputy Speaker’s position.
The PPP, in a statement, said it is interesting to note that the Stabroek News of December 20, 2011 quoted APNU’s Deputy Leader, Dr Rupert Roopnarine, as indicating that both opposition parties were hoping to settle on a candidate of theirs, prior to meeting with the PPP/C Government to continue the engagement. “So then, what’s the purpose of this matter being on the agenda?” the PPP questioned.
It said this is varying from the practice of Parliamentary democracies within the Commonwealth.
“In those countries, it is the ruling party whose nominee gets the position while the deputy goes to the opposition. This was the practice while the PPP had the majority in Parliament as well,” the PPP posited.
The PPP said it finds it ridiculous that, in the new situation in Guyana, the opposition parties that were opposed to “winner taking all” have now moved to the ridiculous position of “losers taking all”.
The PPP/C said it has announced its intentions of nominating Mr Ralph Ramkarran to the position of Speaker.
It noted that Mr Ramkarran has demonstrated fairness and integrity in that position where he served with distinction. He was commended on several occasions by all sides of the House for the leadership he provided.
“The opposition tactics is signaling that they do not intend to cooperate with the Government with any degree of sincerity. The fact that they have moved away from the established practice of parliamentary democracies speaks volumes,” the PPP charged.
The party said this does not bode well for future cooperation.
