PPP to press gov’t on fulfilling 100-day plan with budget

The People’s Progressive Party (PPP) on Monday said it has written to Minister of Finance Winston Jordan advising that its contribution to the soon to be presented national budget should include the new administration’s 100-day plan that it had set out to be accomplished on its accession to office.

 

General Secretary of the party Clement Rohee told reporters that following a meeting with Jordan last Friday, the PPP wrote the minister indicating that its contribution to the 2015 estimates is for the inclusion of the 100-day plan and also sections of the PPP’s elections manifesto, which includes undertakings to respond to the issues affecting the rice, sugar, mining and other sectors. Attached to the letter sent to Minister Jordan on July 24th was a copy of the APNU+AFC 100-day plan and the section of the PPP’s manifesto which deals with economic development.

 

In its manifesto for the May 11th polls, the first promise made in the APNU+AFC 100-day plan was the reduction of the Berbice River Bridge toll. Government workers were also promised salary increases while Guyanese have also been assured that the 16% Value Added Tax (VAT) would be reduced.

The government should advise the PPP they have to comply with the ruling on the constitutional question with respect to the budget until such time that it is change. It stated the PPP has line item dissent before parliament and a vote on it and nothing else. Until such time that the constitution is reformed to permit the forming of a budget commission etc that is the rule.

It is indeed the rule until the constitution is changed/amended.

 

However, for these major changes to occur, it requires sixty-six or more percent of the MPs to vote and approve the amendments.

 

For practical purposes, the PPP/C and PNC cum AFC each has 50% of the votes.

 

Also, when the PNC were in the opposition, they never presented anything in parliament to address these changes.

The criminals had a meeting with Ramjattan where they promised to commit crimes before 2AM and not be drunk when they do so.  Ramjattan shook on that agreement.
