Voters List: PPP finds 18 people living at same address; stands by claims of list padding

[www.inewsguyana.com] –The People’s Progressive Party Civic [PPP/C] is standing by its claims that the Preliminary List of Electors [PLE] is padded.

 

At a press conference on Monday, August 18, General Secretary Clement Rohee told reporters that its activists found 18 people living at the same address in Georgetown.

Rohee did not state a specific area. “At the said address, they found one of the 18 people with a prepared list of the 18 that were listed. The PPP finds this very unusual. While it may be possible that these 18 persons are living at that address, we call on GECOM [Guyana Elections Commission] to physically verify these persons’ existence and their place of residence,” the General Secretary said.

He further noted that the PPP has been submitting irregularities to GECOM on an ongoing basis rather than wait until the Claims and Objections period concludes.

“The PPP stands by its claim of list padding.” On August 12, GECOM had cause to issue a statement noting that it is in receipt of reports from Region 1 (Barima-Waini) that unauthorized persons, claiming to be employees of GECOM, have been visiting homes with copies of extracts of the current PLE to check and advise residents on their registration status.

Shortly after GECOM’s statement, the People’s National Congress Reform (PNCR) stated it is aware that the PPP is using ‘so called’ Community Support Officers (CSO) to do political work in Barima-Waini Region.

A press statement from the Party had noted that the CSO’s who are paid by the Ministry of Amerindian Affairs “are masquerading as officers of the Guyana Elections Commission (GECOM) and canvasing residents of the region.”

In response, Rohee noted today that “GECOM must produce its evidence of impersonators posing as GECOM officials in Region One.”

He said the claim by GECOM put the lives of the PPP activists at risk.

“This hasty and unfounded claim by GECOM about impersonators on the ground on Region One was made in such a way that it put the lives of PPP activists at risk even before they went to check what was the truth on the ground,” Rohee told reporters.

The General Secretary made it clear that it is GECOM’s responsibility to inform the public that Political Parties are in possession of “these list and are carrying out house to house work to check for discrepancies.”

The PPP, he said remains convinced that GECOM is better prepared for general elections and not local government elections.

I lived in central Georgetown and Kitty for more than 20 years. I know some houselots three houses deep, each bearing the same street address. At 10 North Road, Lacytown, for instance, the front building was 3-storeys high. Behind that was a 2-storey boarding-and-lodging house which I occupied with 11 others. Behind that was a cottage with 4 occupants. All three buildings were in 10 North Road. And that was in the 1970s. What with the influx of more people from the countryside, one can reasonably expect overcrowding now.

Rohee knows these things. He had a child mudda in a second-deep high house on Robb Street in 1974. The front house and that house combined had about a dozen occupants.

Problem is, Georgetown is not a PPP stronghold; the PPP has relatively weak support there. Hence Rohee's howl about 18 residents at one address.

[www.inewsguyana.com] – Recently appointed Deputy Chief Election Officer (CEO), Vishnu Persaud has debunked claims by the ruling People’s Progressive Party Civic that the Preliminary List of Electors (PLE) might be padded.

During a telephone interview with iNews, Persaud, who was also appointed at the Deputy Commissioner of Registration, said that the Guyana Elections Commission (GECOM) “stands by the accuracy of the registration database.”

The PPP in a statement on Wednesday, August 14, alleged that there is steep surge in names amounting to 78,000 plus new registrants on the PLE whereas the pattern over the years has been approximately 11,000 in certain communities that have traditionally supported the PNC.

Persaud, however, noted that GECOM can investigate any issue raised by any political party.

“We would be willing to consider investigating the concern of any political party in so far as the accuracy of database is concern,” Persaud said.

Persaud was yesterday sworn in as the Deputy Chief Election Officer/Deputy Commissioner of Registration (DCEO/DCNR) following the approval for his appointment to this twin position by GECOM.

According to a press release from GEGOM, Persaud’s appointment resulted from a transparent recruitment process which involved (i) advertising the vacant position, (ii) receiving applications and shortlisting suitable candidates, and (iii) the conduct of interviews by a panel comprising the GECOM Chairman, four Commissioners and the Chief Election Officer.

Prior to this appointment, Persaud served as GECOM’s Public Relations Officer since November 2001. He also served GECOM in the capacity of Scribe to the commission from 2004 to April this year, and as Personal Assistant to the Chairman from 2002 up to the point his current appointment.

Persaud holds the Diploma in Public Relations from the Chartered Institute of Public Relations (CIPR) and the Level 5 Certificate in Elections Management from the Chartered Management Institute (CMI), both being Educational Institutions in the United Kingdom.

The only people who can pad the list is the PPP. So I think this allegation by the PPP should be investigated rigorously.

 

Their previous attempts to rig the elections were successful, they stole a seat from the AFC in 2006 and they rigged the elections in 2011 with bottom house polling stations and all sorts of shenanigans.

 

Investigate these allegations.

Since 2011 the list was padded.  Check Cane Grove.  Uncle Algu who was dead for over 5 years was on the list in 2011 and a PPP person voted for him.  He still on the list and another PPP fraudster will vote for him again.

The discover of the late Author Chung's name in GECOM 2014 P.L.E is indeed a cause for concern, it may be the tip of the iceberg, the GECOM list shoulde be fully sanitized.
