It's customary for U.S. presidents to send out congratulatory messages through their Embassies to heads of state on these significant anniversaries.

Baseman is right. Trump has his staff to do these things. The error probably overlooked. But, as I expected, people just waiting like a predator to jump on him for every little thing. 

There is no error. The letter is from 2017. Follow the link to the website and you'll see that it is from last year.
