In this regard, as of Monday, April 1, 2019, His Excellency David Granger, President of the Cooperative Republic of Guyana, has received and accepted the resignation of all coalition Members of Parliament who are holders of dual citizenship. These members will not be returning to Parliament, when it reconvenes on April 11, 2019.

President David Granger has received and accepted the resignation of all coalition Members of Parliament (MPs) who are holders of dual citizenship, the government announced this morning.

“These members will not be returning to Parliament therefore, when it reconvenes on April 11, 2019,” the government said in a brief statement, in which it also reiterated its commitment to upholding the constitution and the ruling of the Court of Appeal on the motion of no-confidence that was brought against it. The statement by the government did not name the MPs.

The announcement comes days after Minister of State Joseph Harmon, who himself holds US citizenship, announced that all government MPs would be present when the House reconvenes as Cabinet had not taken a decision on those members with dual citizenship.

The other government MPs with dual citizenship are Minister of Foreign Affairs Carl Greenidge, Minister of Public Service Dr Rupert Roopnaraine and Minister of Business Dominic Gaskin, who all hold British citizenship.

The administration had faced sustained criticism over its failure to remove its MPs with dual citizenship in light of rulings by both the High Court and the Court of Appeal, which found that they were ineligible for election to the National Assembly.
According to Article 155 (1) (a) of the Constitution, “No person shall be qualified for election as a member of the National Assembly who is, by virtue of his or her own act, under any acknowledgement of allegiance, obedience or adherence to a foreign power or state.”

The rulings were made in the proceedings related to the vote on the no-confidence motion against the government, which had been accused by opposition leader Bharrat Jagdeo of selectively upholding the decisions of the courts.

Jagdeo has said that his party will be respecting the courts’ rulings and that MPs Odinga Lumumba and Gail Teixeira, who are US and Canadian citizens, respectively, have indicated that they will relinquish their foreign citizenship. The way forward was yet to be discussed with a third PPP/C MP, Adrian Anamayah.

Jagdeo said that in keeping with government’s utterances that it respects the ruling of the court, all ministers who have dual citizenship status should immediately resign from their posts since they would be appointed by virtue of their election to the National Assembly.

Asked last Friday to respond to Jagdeo’s accusation of government being selective with respect to its treatment of the rulings on dual citizen MPs as against the other rulings made by the courts, he said he disagreed. “At the appropriate time, I can say to you that decisions of members of the government, including meâ€Ķ will be made in the public interest. Whatever is in the public interest, be assured that we will make those decisions at the appropriate time,” he later said.

It was the vote of former government MP Charrandass Persaud, a Canadian citizen, which led to the opposition-sponsored no-confidence motion against government being declared passed on the night of December 21st last. A case was subsequently filed in the High Court challenging the validity of his vote given his dual citizenship status.

Guyana’s President David Granger on Monday received and accepted the resignation of all APNU+AFC coalition Members of Parliament (MPs) who are holders of dual citizenship.

The MPs are Guyanese-American Minister of State, Joseph Harmon, and Guyanese-Britons Rupert Roopnaraine, Carl Greenidge and Dominic Gaskin. These members will not be returning to the National Assembly when it reconvenes on April 11.

The Government says it is committed to upholding the Constitution of Guyana and by virtue, the March 22, 2019 ruling of the Court of Appeal on the December 21, 2018 Motion of No Confidence, which was brought against the Government.

This now means that the opposition People’s Progressive Party’s (PPP) dual citizenship MPs – Guyanese-Canadian Gail Teixeira, and Guyanese-Americans Odinga Lumumba and Adrian Annamayah – are the only dual nationals in the 65-seat House.

The PPP has already said Teixeira and Lumumba have decided to give up their foreign citizenship. At the same time, that party had said its 32 MPs would not be attending sittings of the National Assembly until the Caribbean Court of Justice decides on the validity of the no-confidence motion and related cases.

The decision by the Government ministers to resign came amidst consistent pummeling by Opposition Leader Bharrat Jagdeo that government was two-faced in honouring the decisions of the Guyana High Court and Guyana Court of Appeal.

Jagdeo had alluded to the fact that government had acknowledged the invalidation of the no-confidence motion by the Court of Appeal on the basis that it should have been passed by an absolute majority of  34 votes instead of 33.

It was reported that they will remain as Ministers. Anil THE GREAT Nandalall point to the Constitution and said NO!!!

Jagdeo is Irfaan's public relations officer. I hope when Irfaan becomes President he doesn't make Jagdeo his minister of information like what Granger did to Nagamootoo. Irfaan would be underutilising that brilliant mind.

Don’t hold your breath.  Just in case they appeal and Yonnette overturn that ruling also.  

True. Granger did say he accepted the NCV but all he was doing was lying through his chemo.

Jagdeo is Irfaan's public relations officer. I hope when Irfaan becomes President he doesn't make Jagdeo his minister of information like what Granger did to Nagamootoo. Irfaan would be underutilising that brilliant mind.

The PPP are in full swing mobilizing  their supporters. Jagdeo has the Freedom House team going out to every village meeting with the local rep at the “ bottom house meeting “.

The Business community see PPP as pro business and APNU is taxing businesses heavily. 

The support for PPP from all races is at its peak. 

I see PPP winning this election by a majority if it’s “Free and Fair”

Former Attorney General and Minister of Legal Affairs, Anil Nandlall says it is inconceivable how four coalition members who resigned from the post of Members of Parliament can continue being Ministers of Government.

According to article 183 of the Constitution, “the office of any Minister shall become vacant if that person ceases to be a member of the National Assembly for any cause other than the dissolution of Parliament.”

“The resignation of these persons as Members of Parliament will inexorably result in their loss of the ministerial portfolio to which they have been assigned,” Nandlall told the News Room in a telephone interview.

The MPs- Joseph Harmon, who holds the portfolio of Minister of State; Carl Greenidge, who is the Minister of Foreign Affairs; Rupert Roopnaraine, who is the Minister of Public Service, and Minister of Business, Dominic Gaskin – have opted to resign over giving up their US and UK citizenship.

Why should he do so?   The court says that the NCV is invalid.  The CCJ will not deal with the issue.  Suppose they agree with the court in Guyana.

Until the CCJ gives its rulings this will continue as if there was no NCV.

Now what you ought to do is tell Jagdeo to make ALL of his dual citizen MPs resign. Not just Gail, who he wants out of the way as he still hasn't forgiven her for being "disturbed" that he was hanging out too much with drug traffickers.
