President signs declaration on universal birth registration by 2015

President Bharrat Jagdeo today affixed his signature to declaration of achieving universal birth registration by 2015 after receiving a report on the status of birth registration in Guyana following a recently concluded study.

The declaration was signed at State House in the presence of members of the recently sworn in Rights of the Child (ROC) and the United Nations Children’s Fund (UNICEF) who presented and discussed the report with the Head of State.

Four regions were covered in the two-month study that targeted a sample of over 1,700 children in over 600 households in Regions One, Two, Four and Seven.

The report according to ROC Chairperson Aleema Nasir stated that poverty was not a factor contributing to the non registration of children in Guyana and that Regions One and Seven had the highest numbers of non registration even though these areas are closest to registration centres.

The Chairperson assured that studies will be conducted in other regions in collaboration with key agencies such as the Ministry of Health while diligent efforts will be made to follow recommendations in the study to achieve universal birth registration.

The team which included the United Nations (UN) Resident Coordinator, Suleiman Braimoh UNICEF's Sub Regional Advisor- Geoffrey Ijumba had a discussion with the President minutes before the signing and were assured of the full patronage of the Guyana Government in the venture.

“It’s a commitment that we don’t take lightly… we have been putting the building blocks together and you are an essential part of that infrastructure… there is a lot more that needs to be done,” President Jagdeo said.

Although proud of Guyana’s birth registration numbers compared to other countries, President Jagdeo believes that the numbers are still low and that there needs to be a close examination of the cause factor for the areas where birth registration is low.

“The system should be able to identify this and correct it if we have a properly functioning system,” President Jagdeo said.

Government’s efforts at strengthening the laws governing children and vulnerable groups in society were explained in brief by President Jagdeo who said there are several family friendly policies that are all in the interest of children.
