In light of recent statements made by City Mayor Ubraj Narine against President Ali whom he accused of turning Guyana into an ‘Islamic State’ several organisations and prominent businessmen have condemned the utterances and called for the mayor to resign.

It has come to the attention of the Private Sector Commission (PSC) that the Mayor of Georgetown, Ubraj Narine, in the course of protesting against the removal of vendors on New Market Street, descended into making a number of wholly unacceptable, vile, obnoxious, religiously offensive and highly provocative personal statements publicly directed at the President of our country.

The Private Sector is appalled at these statements and condemns them in the strongest possible manner.

Mr. Narine, having realized that his statements were immediately rejected out of hand as offensive and dangerously divisive by the Christian, Muslim, and Hindu organisations of our country, belatedly, attempted an apology.

The Private Sector is of the view that, given the high office and responsibility of the Mayorship of our capital city, Mr. Ubraj Narine has proved himself to be unfit for this office and is left with no alternative but to immediately resign.

The Viraat Sabhaa Guyana opposes the remarks made by the mayor in his condemnation of work executed by the Central Government. His expression of degrading the President as a racist and Muslim leader who wants to create Guyana into a Muslim state has no relevance to his subject. The Sabhaa has confirmed that since President Ali   ascended to his position, his agenda of uniting Guyana took precedence over everything else. For he is firm in his conviction that only a united Guyana could accelerate the progressive attitude of our people.

The President personal intervention and involvement in program such as Men on Mission is a testimony to the fact that he is concerned about every gender, that is, men should maximize their support for women and children. President Ali has never deliberately absented himself from any Hindu festivals. As a matter of fact, this year he was personally involved in the Diwali celebrations in Georgetown and other parts of the country. His passionate celebration of Phagwah and his personal visits to various Mandirs is a testimony of his support for the Hindu religion. His contribution to the strengthening of the social and religious fabric is being admired by all with whom he would have come into contact.

How is it a man who is an ambassador of CARICOM and whom aspire to create a better Guyana for all, could be accused of racism and religious bias?

The Mayor in effort to explore possibilities for the vendors has allowed his emotional overdrive to ventilate these bias accusations of the President. The Viraat Sabhaa denounces such expressions and calls on the Mayor to tender his resignation with immediate effect for making such dangerous statements.

The Sabhaa continues to support national development wherein all could benefit. A man is a citizen before he becomes an individual. All citizens should subscribe to full patriotism which could enhance full evolution of the nation.

Meanwhile, Prominent business people have also lashed out at the mayor stating that the statements have far stretching consequences and will not be tolerated.

Guyana, they say will remain a blessed country with its rich cultural and religious diversities and that Narine should have been more careful before making such a dangerous statement.

The Georgetown Chamber of Commerce and Industry (GCCI) is aware of statements of a religious and racially prejudicial nature made by His Worship, Pt Ubraj Narine, Mayor of the city of Georgetown.

GCCI wishes to make it known that we assiduously disapprove of all forms of marginalization, bigotry and discrimination perpetrated against any group of people. Within this context, the Chamber is also

gravely concerned with the frequent trend of politicians making statements with the potency to incite unrest through racism.

GCCI strongly condemns any hate speech or actions, that attempt to incite racial and religious tension and by extension division in our nation.

GCCI is firmly persuaded that at this juncture of Guyana’s economic transformation, unity in diversity should pervade the nation’s landscape and airwaves.

Deputy Mayor distances self from Mayor’s “Muslim State” comments

Deputy Mayor Alfred Mentore has distanced himself from the unfortunate utterances made by Mayor Ubraj Narine regarding President Ali, with specific reference to a comment pointing to a ‘Muslim State’.

While I stand in solidarity with vendors, the fact that the Mayor & City Council voted to act on a motion upon the issue at the last Statutory meeting held yesterday (12th December 2022) speaks volumes for our concern for the general welfare of every citizen utilizing the environs of Georgetown.

Yet, the comments made by Mayor Narine does not reflect my own views and that of some other Councillors. “I believe that the occasion to remove the vendors should have been a collaborative effort between the Mayor & City Council and the Ministry of Public Works”.

Having not met and without any dialogue, their arbitrary removal then opened doors for politicization of the issue and comments made thereafter. Hence, the haste may be like one brick in an ocean that carries rippling effect!

I therefore urge dialogue between the Mayor and Councillors of the City of Georgetown and the Government so that in future such occasions – would not lead to aspersions been cast.

As a Council we are prepared to work with any Religious Group, Organisation, Denominations and Central Government at large. As our motion only yesterday spoke to collaboration and dialogue and the extension of an olive branch to endorse the term of a (One Guyana) which will create local and Central Government working in collaboration to build this Nation.

Mayor’s statement outrageous, egregious & warrant legal interventions – Min Benn

Minister of Home Affairs, Robeson Benn has condemned in the strongest possible terms, the actions and the words of the Mayor of Georgetown, Ubraj Narine, in preventing the police from conducting their lawful duties in respect of the removals of vending huts, carts, caravans and stalls illegally placed and impeding along the main access road into the Georgetown Public Hospital.
A release issued by the Ministry stated, “Last night’s antics and public expressions of the Mayor in this incident, were totally uncalled for and could have been resolved in a more dignified manner. The Mayor, however, has completely disregarded his Oath of Office and has forgotten that the call to service is one that collectively and individually requires upholding the oath of office, and more importantly, understanding the development shift and the development priorities. First, to the municipalities and town councils and importantly also, to the macro development agenda of the Government.”

Further, the ministry stated that the utterances made by the Mayor about President Mohamed Irfaan Ali, are outrageous, egregious and warrant legal interventions from the relevant authorities. Ubraj’s remarks drive by envy, malice, and religious and racial hatred.
I call on the Mayor to resign or for his removal for these very reasons.
“The Police have been requested to review the antics and utterances of the Mayor for breaches of the peace and the law. It is my view that the actions and words of the Mayor go a long way in explaining the deplorable state of the city of Georgetown, it’s critical public spaces and even the condition of City Hall and the services provided to citizens and visitors.”
As such, Minister Benn called on every citizen to publicly disassociate themselves from the hurtful words and actions of the Mayor, which could only have been intended to promote racial and religious disharmony, the continuation of the illegal occupation of spaces in the city, and the violence which it promotes.
It should perhaps come as no surprise that the decline in management, behaviour and conditions of the City of Georgetown continues under another APNU/AFC leader.

The Region Three Private Sector Inc. (R3PSInc) has condemned Mayor of Georgetown, Pandit Ubraj Narine’s discriminatory and prejudiced remarks against the Muslim community. Such behavior will not be accepted or tolerated in Guyana. Mayor Narine, during a live broadcast on his Facebook page on Monday night, accused the current government of “bullying poor people because they are Afro-Guyanese.”

He later went on to accuse President Ali of refusing to work with him because he is a Hindu. The entire incident stemmed from the government’s decision to remove illegal vendors opposite the Georgetown Public Hospital on New Market Street because they impede the free flow of ambulances and other emergency vehicles.

After a barrage of criticism for his racist and discriminatory remarks, Mayor Narine attempted an act of futility in an apology. The R3PSInc is appalled at these statements and condemns them in the strongest possible manner.

The Mayor and the vendors

On Wednesday Mayor Ubraj Narine along with MP Sherod Duncan were escorted to the Brickdam Police Station and charged with attempting to excite hostility or ill will on the ground of race, using a computer system in an attempt to excite ethnic division on the ground of race and obstructing traffic. In the case of Mr Duncan this would hardly have caused any raised eyebrows, since he is not, after all, renowned for either his circumspection, discretion or diplomacy. The Mayor of Georgetown, however, is not quite in the same category.

Leaving aside the unacceptable comments of Mr Narine, jurisdictional issues are at the heart of this whole story. It has its origins in the desire of the Georgetown Public Hospital to have vendors who are currently occupying its main thoroughfare relocated.  That thoroughfare, which is not a particularly wide road, is the route by which the outpatient and emergency departments are accessed.

In a press release the GPHC said that the relevant authorities had been written to on the matter in 2015, 2016, 2019 and 2022.  It did not indicate which authorities had been contacted, although it might be remarked that in the years 2016 and 2019 as well as possibly 2015, the hospital perhaps thought that it would not have made much difference since the local authority and the government were under the control of the same party. It seems likely, therefore, that in 2022 the hospital wrote only to the government, considering that that had changed and it had previously had no success with APNU+AFC at whatever level.

The first thing to be said is that vendors on no account should be allowed to ply their trade on a road where ambulances and sick patients require ease of ingress to the country’s largest medical institution. That street should be free from encumbrances, and no argument about the hardship on vendors should they be removed can take precedence over this requirement. As things stand it does the city authorities no credit that they were allowed to establish themselves there in the first place.

As with so many things in this nation, however, an attempt on the part of Public Works Minister Juan Edghill to have the vendors removed got out of control. The government had earlier issued them with a final notice to move out their stalls, sheds, carts, caravans and motor vehicles which they were using for vending, a notice which they duly ignored. Some time after 11 pm on Monday the GPF appeared to effect the removal but vendors placed themselves in the path of the police truck which had been loaded with one of the caravans. The Mayor tried several times to speak to the truck driver who would not engage in any exchanges, so then Mr Narine lay down under the truck so it could not move.

In a statement he also maintained that if Minister Edghill decided to move the vendors, the correct approach would have been to consult with the Mayor & City Council first.  “I have no problem with relocation of the people… but let us have a discussion with the people. The government have no regards for local democracy…  This kind of dictatorship must stop in this country. You have to have consultation with the vendors and council,” he said. The M&CC has always been of the view that the matter of vendors fell under its exclusive jurisdiction − not that it has ever had much success in dealing with them – and this position was more recently reiterated at several statutory meetings.

The government creates some of its own problems for itself. President Irfaan Ali promotes ‘One Guyana’, and wants to create a context for the inclusion of African Guyanese. This all sounds very admirable except that he doesn’t want inclusion for the people African-Guyanese voted for. His government bypasses local government in general, but that becomes a particular problem when it involves a major opposition-controlled local authority like the City Council. That body does not have the virtue of competence, but that does not mean it does not have legal authority where city affairs are concerned, and can be overridden at will, irrespective of law and convention.

If Minister Edghill had first approached the municipality about the hospital vendors, and the council had refused to cooperate, then the issues would have taken on an entirely different character. They would have revolved around the central issue of the need to remove the vendors, and the lack of cooperation on the part of the municipality.

But while the Minister of Works asserted that the matter was not a political partisan issue, his actions have turned it into one. Among other things the confrontation was the provocation for the vendors on Monday to noisily voice allegations of racism, in tandem with the opposition party’s accusations. It is another example of how sidestepping lawful authorities the government dislikes can lead to unintended consequences.

The arrest by the police of Messrs Narine and Duncan on Wednesday at City Hall was another cause for chaos. This continued all the way to Brickdam Police Station with Opposition Leader Aubrey Norton and other party leaders in attendance, and then resumed when the two accused were given bail. Given that the vendors and others think that the Mayor is supporting them, Minister Edghill has nothing to lose by approaching the M&CC now and letting them agree to remove the vendors. If they don’t agree, then the censure will fall on them.

The Mayor has described the Minister’s action as nothing other than “a deliberate economic strategy aimed at preventing poor people from earning a decent living, further pushing them into poverty.” That is not the purpose of the exercise, and he knows it, but it is incumbent on the City Council if approached by the government, to exercise its under utilised imagination and find the vendors some alternative location.

And finally there is the matter of Mr Narine’s impermissible comments over which he has been charged. Unusually these related not to race, but religion, a subject which both sides in this contentious polity of ours strenuously avoid. On this occasion he is reported to have said: “Why the President don’t want to work with me? Maybe because I’m a Hindu it may lead to religion now… because I’m a Hindu and he is a Muslim, that’s why he doesn’t want to work with me?”

He has been roundly and justifiably condemned for this, although in fairness to him – and this is rare for other transgressors where these kinds of remarks are concerned – he did issue an unreserved apology the following day. There have been some calls for his resignation or removal, although this is unlikely in the circumstances.

Considering that the government is hardly innocent where inappropriate language is concerned – no one forgets Mr Jagdeo’s rants at Babu John on more than one occasion some years ago – which were attended by no consequences, one can only wonder at the wisdom of the charges against the Mayor given his apology and the latitude offered by Article 146 of the Constitution on the protection of freedom of expression. Depending on what happens in the interval, the repercussions could be more bother than our fragile democracy needs.
