The letter doesn't say that the Queen wants to deepen ties with Ali.  The letter says that the Queen hopes that ties between the UK and Guyana would be strengthened.

Strengthen with whom, the PPP ?  When the PPP could not wait long enough for the limeys to leave Guyana, for its independence.  The Queen is a very forgiving person. 

Independence was 1966. Venezuela was a strong American ally, Vietnam the mortal enemy, South Africa was apartheid, the USSR was almighty and king Jagdeo was 2.

Actually the British had already planned to give up the West Indies Colonies ,it became a burden .They wanted the countries to be placed in the hands of good leaders .There was no major struggle for Independence.

We can see why some countries independent from  Britain, became so corrupted with 'good leaders'.
