It is reported in the media that President David Granger will pardon another collection of convicted prisoners. Only on the 24th of May, 2016, I submitted to the National Assembly certain pertinent questions which I directed to the Minister of Public Security, Khemraj Ramjattan, MP. These questions will, hopefully, be answered at the next sitting of the National Assembly. However, no date has been fixed for the next sitting of the National Assembly. So, it is unlikely that these questions will be answered before the next set of convicts are pardoned.
The questions are as follows:
In light of the Honourable Minister of Public Security public disclosures on the matter, I ask of the Honourable Minister, the hereunder set out questions.
1. Provide the following information in respect of each of the convicted prisoners whom His Excellency President David Granger has, thus far, pardoned:
(i) the name and last known address;
(ii) the date of birth;
(iii) the offence (s) for which the pardon relates;
(iv) the criminal antecedents or record;
(v) the length of the sentence being served at the time when the pardoned was granted;
2. What process, if any, was embarked upon and what criteria, if any, was employed, either by His Excellency the President, or someone acting on his behalf, to determine eligibility for His Excellency’s pardon.
3. How many of the persons, if any, to whom the President has granted pardons, have been subsequently charged with criminal offences?
4. If so, provide the names of those persons and the offences for which they have been so charged.
