The project includes:
1. Installation and commissioning of wireless and terrestrial networking system from Moleson Creek to Anna Regina.
2. Continuation of the One Laptop per Family (OLPF) programme.

How much spent so far  - $10.3 billion.

Thus now asking for $3.5 billion.

Spent $2.1 billion in 2013.  Did the opposition not cut these funds in the 2013 budget and the PPP overide them and spent it any how?

Who is the bully?

Projects can be done under project cost or project overrun. It's only an estimate. It happens in America also. Check the air force and navy contracts.

That's how PPP contracts go among their friends and family. It usually costs the Guyana working class twice as much as it should for shoddy work that will need repairing in another few months. Look at the access road Fip the Puja Shop Owner tried to build. It now costs twice as much as it should have. The Amaila Falls power plant would have cost $1.5 billion when other countries are building similar plants for $0.5 billion.

They are doing what is right for their friends and family project to monopolize the entire communication infrastructure. This PPP has implanted sons of its party elders completely in this industry. To them also the bequeat a significant portion of the radio spectrum. In the end, it is on the back of the Guyanese people we are making the Guyanese Rockefeller. This is obscene crookedness. As Mars and I noted on the sale of ATN stocks, it was simply because they were trying to kill ATN and they have begun to do that. With the funds taken out and transferred to the Marriott, another leech project, the have begun to restrict ATN progress in new technologies. This thief here alone is enough to characterize the PPP as the most corrupt ever. Dont look for fake corruption from dead burnham. He never handed over to any of his family member a complete utility.  These crooks have. They handed over radio, tv and telephone completely to these their kinfolks.
