In Guyana, the opposition perceived the Elections Commission (EC) as partial to the government and insisted on a new EC chair before participating in the 1992 elections.

The incumbent President Desmond Hoyte viewed the EC chair as impartial and argued that replacing him would compromise the independence of the Commission.
