He knows that the vast majority of mixed people vote for parties other than the PPP so unless he expands his base beyond Indians and those Amerindians who bother to vote he will have a more difficult task in winning.  

One would think that the PPP would focus on engaging in activities to increase its inroads into the black and mixed base. And leave the Indian advocacy work to other groups. But hey maybe Jagdeo thinks that he can rig the election.

So if it is so "well known" then why doesn't the PPP expose the names of these people? 

Put it this way if it turns out that they are now senior government officials such revelations would definitely end the coalition and force new elections, which of course the PPP would win.

My hunch is that the issue is more complex than you think and it might well have involved a squabble between assorted groups of Phantoms.  One group wanting to teach the other a lesson by killing innocent people.  This is why Jagdeo refuses to reveal who masterminded this attack and who masterminded the killing of a PPP minister.

So he screams " is de PNC do it".  Those who believe him are his PPP slaves.  The rest of the population suspects that his hands aren't as clean as he might want to project them as being.
