The U.S. Embassy in GT does not have much to do with this.
We have a unified worldwide Bureau of Consular Affairs. I used to know the Clinton era Assistant Secretary of State for the Bureau of Consular Affairs. She was a St. John's grad and so she took an interest in the young 17 y/o Shaitaan 
There is a centralized system in which visas of all types originate from Washington DC so this is not just a Guyana specific problem. It affects every single mission in the world. All consular posts are affected and this has nothing to do with U.S. support for Granger.
Here is the American contribution to Granger's victory. Good advice and counsel and resources to draw on. The U.S. also turned a blind eye to PNC rigging in Region 4. The PPP also rigged in Berbice and the hinterlands. The PNC just rigged a little more than the PPP. What the U.S. did in Guyana on May 11th was an old plan that was in existence for years. It unfolded according to the book.
