ALLIANCE For Change (AFC) Member of Parliament (MP), Ms. Valerie Garrido-Lowe, has been criticised for her comments on allocations to support the transportation needs of children in the hinterland regions.

Valerie Garrido-Lowe questioned the spending on transport for Amerindian children, when other children on the coastland are not afforded the same facility, an observation that was widely heckled in the National Assembly.

Her remarks were made in the National Assembly last Thursday, when the House considered a $500M provision for projects and programmes in Amerindian communities.

General Secretary of the People’s Progressive Party (PPP), Mr. Clement Rohee, at the Freedom House press conference yesterday, declared that the MP’s views were unconscionable, particularly given that one of her platforms as a member of the AFC, is the representation of the needs and problems of persons living in hinterland Guyana.
Rohee said the Opposition remains a source of discomfort for the Amerindians, especially with the statement from AFC Member of Parliament Garrido-Lowe, who stated, among other things, that ‘Amerindian children do not deserve transportation to take them to school’.
According to him, the AFC MP’s assertions are “especially” disappointing, as was the fact that her views received support from her colleague Opposition MPs, “none of whom objected or disagreed” with her contention.

GROWING DISSATISFACTION
The General Secretary maintained that the positions of the joint Opposition continue to feed growing dissatisfaction among Guyanese.
During the debate on the $500M provision, the House considered a motion from Leader of the AFC, Mr. Khemraj Ramjattan, to cut $300M from the proposal which was taken to the House in a supplementary financial paper tabled by Finance Minister, Dr. Ashni Singh.
As the House commenced its sitting, Amerindians from various regions turned out in their numbers outside the Public Buildings to protest Ramjattan’s move. Among those represented were members of The Amerindian Action Movement of Guyana (TAAMOG) and staff of the Ministry of Amerindian Affairs.
Rohee stated that the protest was not in vain as MPs voted and the provision was not reduced, while, on the voting itself, 30 members abstained, two voted against it and 32 MPs were in support, resulting in the approval of the $500M.
“The PPP congratulates the Amerindian representatives who picketed the Opposition outside Parliament, challenging the motion by AFC Leader, Khemraj Ramjattan…the picketing exercise was not in vain as it forced the Opposition to abandon its position,” he observed.
Minister of Amerindian Affairs, Ms. Pauline Sukhai, had told the House that the $500M supplementary funding came on the heels of the just concluded National Toshaos Council meetings, which sought to provide a forum for Amerindian village leaders to plan developmental projects for their respective communities and include coverage of transportation costs for schoolchildren using both the roadways and waterways and costs to develop roads and access paths to promote trade and agriculture, among other priority areas.

The Auditor General’s Report 2005 says that ministries whose accounts have not yet been closed must continue the process to reconcile their accounts and transfer all outstanding balances to the Consolidated Fund.

According to the report, $7.126 billion is being held in accounts and are transferable to the Fund. The report said that under Section 36 of the Financial Administration and Audit Act all unspent amounts released to ministries, departments and regions must be put back into the Fund at the end of the year. “However, it is evident from the large balances in the various Ministries’ active and inactive bank accounts that transfers were not being made over the years. The main reason for this most unsatisfactory state of affairs, indeed a serious breach of the Law, was the general failure to reconcile bank accounts so as to be able to establish accurate balances at the end of the year for the purpose of effecting such transfers,” the report said.

In 2004 report, the auditor general had recommended that the finance ministry issue the necessary directive to all heads of budget agencies, instructing them to ensure that all bank accounts under their control are reconciled so that the accounts could be closed and balances transferred to the Fund.

The report said that in previous reports, the auditor general had recommended that the ministry urgently review the status of a number of accounts and the extent that it could be established that the funds held in them are transferable to the Fund. Some of these accounts concern grant aid funds from the World Bank provided for the settlement of arrears of the Bank of Guyana (BoG) External Payments Deposit Scheme, which came to an end in 1999.

The report said that according to Section 51 of the FMA Act, public money at the credit of the Fund shall be kept in an account styled the “Official Consolidated Fund Account” at the BoG. The report said that the bank account which is numbered 01610000407 was established in January 2004 with a transfer of $5 billion from the old Consolidated Bank Account and is styled “Accountant General for Government of Guyana Consolidated Fund” in contravention of the Act. The report said that the account was reconciled for the period under review and reflected a balance of $6.098 billion.

Garrido-Lowe displays a gross lack of understanding of the needs for specific areas.

 

She has quickly forgotten the package pushed by the PNC and approved for the inhabitants of MacKenzie, Wismar, Christianburgh, etc..

This is a different issue all together. She folded under pressure after the Amerindians protested. The AFC is making a crucial mistake are now being seen as anti Amerindian and this may cost them votes.

 

The AFC did not question funding for places like Linded etc.

 

Regarding PPP fat cats, we know who they are and they will have to death with. The Sheriff,  President Rammo will deal with them.

Ms.Lowe has shoot herself in the foot, whenever she dares to visit any Amerindian settlement in the future, she will be greeted with could shoulder, how can a person who claims to be representing the rights of the indigenous people, turn around and wanna cause grave discomfort to them?

Could the woman be questioning why can't all children be given a ride to school? Or is this just another spin, as Mits asked?
