Lester Bird, Sir Ron Sanders persons of interest in fraud case – Antigua police

The Antigua police yesterday named former Antigua Prime Minister Lester Bird and Guyanese-born diplomat Sir Ron Sanders among persons of interest in a probe into a fraud case and made a special appeal for Sanders to make himself available to the police on the island.

In a statement posted on the website of the Antigua and Barbuda Government, the police said:

“Criminal Investigations into the multi-million dollar (IHI) fraud case are progressing at a steady pace; notwithstanding the recent break in and theft of sensitive documents, at the office that housed the detectives who are working on the said case.

“Based on the contents of a report, that was done by Financial Forensic Investigator Mr. Robert Lindquist, which was corroborated by preliminary police enquiries, the “persons of interest” in this case are, former Prime Minister, and member of parliament, Mr. Lester Bird, Member of Parliament, Mr. Asot Michael, Patrick. A. Michael & co. ltd. Mrs. Gesel Michael, Sir. Ronald (Sanders) (a former Antigua and Barbuda Government Ambassador to the United Kingdom) and others.

“Currently, most of the “significant persons” or “individuals of interest,” have already assisted the investigations and presented themselves to the police to be interviewed, against such a back drop and in the police’s quest, to advance this gigantic multi-million dollar criminal conspiracy. The police are making a specific public appeal to Sir Ronald (Sanders) and requests that he presents himself to the (IHI) detectives to be interviewed; hence his full co-operation for the duration of this criminal enquiry will be appreciated.

“All efforts to privately contact Sir Ronald (Sanders), have proven futile. Therefore Sir Ronald (Sanders), is being asked to urgently get in touch with commissioner of police Mr. Vere Browne, at 268-764-6323 or by email, (cop@ab.gov.ag). Additionally, he can contact detective superintendent Mr. Nuffield Burnette, at 268-764-2285 as soon as possible. Additionally, any member of the public who may know how the police can contact Sir Ronald (Sanders), are kindly ask to get in touch with the criminal investigation department, at 462-3913 or 462-3914.”, the statement added.

Sanders is a former General Manager of the Guyana Broadcasting Service and later moved to Antigua where he served as a diplomat including as High Commissioner to the United Kingdom.

The Ishikawajima-Harima Heavy Industries Company Limited (IHI) pertains to a loan transaction from the Japanese company during the Antigua Labour Party government headed by Bird.

It has been at the centre of years-long controversy on how to proceed and the subject of several stunning attempts to destroy or seize evidence.

After the United Progressive Party under Baldwin Spencer swept into office several years ago it vowed to pursue the IHI investigation. According to the Antigua Observer, the fraud revolves around a conspiracy to defraud the Treasury of the country. In a December 21st, 2011 report the Antigua Observer referred to a statement by Attorney General Justin Simon on the loan repayments.

“These monthly payments were, by an agreement dated September 11, 1997, to be made over a period of 25 years beginning December 31, 1996 (retrospectively nine months before the agreement was signed) and would have amounted to an aggregate payment of US $121,000,200.

“Out of that monthly sum of US $403,334 coming out of the Government Treasury, only US $199,740.25 would be legitimately paid to IHI Japan, amounting to an aggregate sum of US $59,922,075 over the 25 years.

In simple arithmetical terms, US $61,078,125 in excess of the total sum due IHI Japan would have been misappropriated out of the Treasury,” the newspaper reported Simon as saying.

Spencer’s government had decided to set up a Commission of Enquiry into the fraud but last May it controversially decided to quash the idea and referred the matter for a police probe and possible criminal proceedings.

A forensic financial analyst was hired and the probe followed. In July last year, following the submission of a forensic report by Robert Lindquist, the police determined that the information in the report warranted a formal criminal investigation.

Last December files related to the IHI fraud were stolen from the Antigua High Court. There had also been a firebombing attempt in 2008 to destroy files related to the case.

Being a person of interest does not mean that you are under investigation. The police might merely want to speak to you with regards to information that you may have on someone else they are investigating.

TI read his weekly articles in Kaieteur News. The man is pro PPP, so isn't his family member SS Ramphael.

Sanders was pumping up the PPPs volume prior to elections then did an about face after the PPP minority gov't was voted into office. Freddie Kissoon took him behind the barn to give him a good bashing and Sanders complained to KN that Freddie has misquoted him. In fact the man was a big PPP stoogie prior to elections.

Sanders and Sir Shridath are supporting the PPP. Them fellows had problems with Janet Jagan's PPP but they don't have no problem with the present PPP party, Jagan family and Joey.

Police release on Bird, Sanders nothing but ‘political smear’ -former Antiguan Police Chief

Former Commissioner of Police in Antigua, Rawlston Pompey, has described the police notice issued by the Antiguan government for Sir Ronald Sanders to present himself is “nothing short of a political smear.”
Sanders, an international business consultant and newspaper columnist, was named along with former Antiguan Prime Minister, Lester Bird, as being a person of interest in an ongoing fraud matter.
“It seemed odd that one may wish to make a public appeal for persons not classified as “fugitives from justice. If there was credible or “prima facie evidence” against identified or known persons in the commission of criminal acts, “warrants of arrest ” may be obtained from the Courts. If jurisdiction is known where suspects reside, then an extradition request may be made,” the former Police Commissioner said.
Two days ago, the Baldwin Spencer administration announced that it had a special interest in a number of people.
The primary persons in the police investigation which has been going on for eight years now are the Leader of the Opposition, former Prime Minister, Lester Bird, former Ambassador Ron Sanders and a member of Parliament and former Minister of the Government, Asot Michael. Sanders is a columnist with Kaieteur News.
The other principal person in the investigation was a multi-billionaire owner of bank and oil refining and shipping companies, Bruce Rappaport, who is now deceased but whose estate settled the US$12M civil claim in a Miami Court. Rappaport’s estate, however, refuted any wrongdoing. The government is, therefore, owed no money.
The government has already withdrawn a civil case against Bird and Michael over the same investigation from the Courts in Miami. It has also stopped a Commission of Inquiry which it started and then had to abort.
Despite the furor, the Antiguan Government has merely said that it is conducting a criminal investigation into a matter of fraud. It also said that most of the people of significant interest or “individuals of interest” have already assisted with investigations by presenting themselves to the police.
The investigation concerned the repayment of monies to Ishikawajima-Harima Heavy Industries Company Limited which had made a loan to the Bird Administration. The repayment would have amounted to US$121 million. The government is alleging that the fraud would have seen the siphoning off of some $61 million.
The repayment of the IHI loan to which this investigation refers was negotiated by Bruce Rappaport, as an accredited agent of the government with full Cabinet approval in 1996, some 15 years ago.
When a call was made to Sir Ron Sanders, he said that he writes a syndicated column, and has been doing so for the last two years.
“I have been a member of the Commonwealth Eminent Persons Group. I am a member of the Friends of the Democratic Charter at the invitation of President Jimmy Carter, and I have a website on the Internet. I am not in hiding. Anyone who can’t find me isn’t looking.”
The current Antigua government, the United Progressive Party, is mired in corruption charges and Prime Minister Baldwin Spencer has flatly refused to hold an inquiry into alleged corruption of over US$25 million on two projects alone.
The Antigua economy is now in the worst state it has been in over 20 years with a debt to GDP ratio of over 100 per cent; unemployment is said to be 20 per cent and there are increasing signs of poverty and crime. There has also been no significant private sector investment in eight years.

The government had to resort to an IMF stand-by programme, and it failed the last test to continue to draw down funds.
It now faces having to increase both income tax and value added taxes on an already over-burdened population.
