SOCU dodging media over surveillance fiasco

Controversial NICIL probe

 

–  facing trenchant criticisms from TIGI, GHRA

 

Amid mounting concerns and public disquiet, the Head of the Special Organised Crime Unit (SOCU) Sydney James remains uncooperative and unforthcoming with the media on an event that has sparked widespread controversy in past few days.

This prolonged deafening silence has generated much uneasiness within the public domain, resulting in the relevant authorities coming in for stern criticisms from civil society groups including the Guyana Human Rights Association (GHRA), the Transparency Institute of Guyana Inc (TIGI), Red Thread and the Private Sector Commission (PSC).

When contacted by Guyana Times on Thursday, the SOCU Head declined to offer any clarification on the incident after which he hung up the phone.
Several subsequent attempts to contact him again proved futile as all calls went unanswered. Other authorities have also remained tight-lipped on the matter.
So far, only the Guyana Defence Force (GDF) has issued a statement in an attempt to shed some light on the incident; however, a multitude of questions still remain unanswered.
The GDF only proffered that one of its ranks, Sergeant Robert Pyle, was on a “legitimate operation” in collaboration with SOCU at the time of his demise on December 30, 2015, while chasing a vehicle which they believed had links to the Head of the National Industrial and Commercial Investment Limited (NICIL) Winston Brassington.
However, reports revealed that the vehicle was being driven by a young man who was not related to Brassington. His sister was an occupant in the car. It was reportedly seen in the vicinity of Brassington’s Kingston, Georgetown home on the night Pyle and special ranks were staking out the property.
After failing to block the vehicle from taking off, Pyle and other special ranks in a second vehicle tailed it in hot pursuit all the way to Carifesta Avenue where another attempt was made to block it from proceeding further.

But this time, one of the two vehicles – the one with Sergeant Pyle and his wife – giving chase slammed into a Canter which was being driven by civilian Linden Eastman. He subsequently died on the spot as a result of the impact, according to reports.
This botched operation gives rise to numerous concerns, including the misuse of intelligence for political reasons, among others.
Meanwhile, the thought of one’s privacy being invaded by military men and other Joint Forces officers carrying out surveillance and stakeouts on random civilians is not settling well with several rights group throughout the country.
GHRA President Mike McCormack told Guyana Times that the situation is “very disturbing”, adding that more information needs to become available on the matter.
Expressing great concern on the recent developments, McCormack said the GHRA will be attempting to investigate the situation with the aim of discovering more about the mandate of SOCU and its authority to carrying out surveillance and stakeouts on citizens.
TIGI acting President Compton Meerabux also said his organisation is greatly concerned about the operations of the Unit, particularly in light of the fact that its operations can so easily affect the lives of innocent civilians.
“It shows certain incompetence and the way they are going about the operation is not proper… they have to be more cautious,” Meerabux stated, noting that in this particular case, media reports indicated that the operation had targeted the teenage children of Brassington.
The TIGI Head also pointed to the fact that there are many uncertainties surrounding the situation and therefore, the authorities have an obligation to come forth to the public to offer clarification on the matter.
Additionally, Head of Red Thread Karen Desouza expressed that the operation was a “tragedy of errors” and lacked seriousness.
“I honestly do not understand why a serious investigation would be introduced by the number of media teasers that we’ve had by the failure to secure any evidence or documentation. I just find it extremely… ridiculous.”
The Private Sector Commission (PSC) has also weighed in on the matter, calling for answers from the relevant authorities.
“Since these media reports have not been refuted by the relevant authorities, the Commission calls upon the Chief-of-Staff of the Guyana Defence Force and the Commissioner of Police to bring clarity as to whether the allegations in the media are true and whether this was an authorised assignment carried out on behalf of either of these agencies. This matter has caused immense apprehension in the business community and we believe that answers are needed not only by us but by the larger society”, the PSC said.

The young female  and her male companion who were being chased by GDF sergeant Robert Pyle of the Special Organised Crime Unit (SOCU) on December 30 have broken their silence and tell of the horrifying high-speed chase that ended on Carifesta Avenue, Georgetown, after Pyle’s pursuing vehicle crashed, killing three persons, including two civilians.

The two victims being chased were Alana Seebaran, wife of Attorney and Opposition parliamentarian Charles Ramson Jr and her brother Raymond Seebaran.

The Guyana Times was able to obtain a copy of the statement given to investigators by Alana Seebaran following the incident.

Seebaran said that on the evening of December 30, she and her brother Raymond visited her Lot 116-117 Cowan Street, Kingston home to pick up supplies for her young baby, when the ordeal began unfolding.
She said upon arrival at her home about 20:30h there was no vehicle or persons in the vicinity, but upon exit she observed two men in the middle of the road, dressed in plain clothes and looking in the direction of her home.

The woman said she became nervous and she along with her brother proceeded quickly to lock the gate and headed to their vehicle, when one of the men on his cellular phone was saying “they coming out now… they coming out now”.

She said as they approached their vehicle, one of the men who remains unknown to them said, “can I have a minute of your time?”

The mother of a young daughter said she became very concerned and nervous and urged her brother to enter the vehicle to which he complied.

She explained that the man walked towards the passenger side where she was seated and signalled her to lower the window.

She said her brother lowered the window about two inches.
“The man did not show us any form of identification but mumbled he was from the Special Crime Organisation and that ‘we need you to wait… our boss is on his way.’ I became very scared as the man had no uniform, never stated his name nor did he show us any identification, so I told my brother to drive away,” Seebaran told investigators in her statement.

She added however, her brother faced some difficulties in driving off as a white car came close behind theirs in an attempt to cut them off, but they eventually managed to elude the men and drove west on Cowan Street, by which time a silver car came into their path forcing them to stop.

“A man came out of the silver car and started to shout at us and bang on our vehicle’s bonnet with his hands. I started to scream for my brother to drive away and he found a small pathway between the trench on the southern side of the street and the parked silver car and drove away heading west on Cowan Street,” the woman recalled.

She said fearful for their lives her brother began speeding as the two vehicles continued to follow them.
She recalled that as they proceeded east along Carifesta Avenue the two cars were still trailing their vehicle and she contacted her father via telephone who advised that they drive to Kitty Police Station.

She recalled that the white car at one point pulled alongside theirs in an attempt to cut them off, but was forced to abandon the manoeuver since there was another vehicle just in front of them.

“After we passed the car which was immediately in front of us, the white car moved towards the southern side of the carriageway and drove alongside us when I felt an impact on our vehicle in the vicinity of the right front wheel area and observed that the white vehicle then careened on the southern side of the carriageway when I heard what sounded like a loud collision. I was still scared and told brother not to stop and that we must go right away to the Kitty Police Station as my father suggested.”

The woman said they drove to the Kitty Police Station but after telling ranks there of their ordeal they were advised to drive to Alberttown, since the incident occurred in that police district.

Seebaran said while there a report was made and they were told by the ranks that “we were free to go home.”
Out of fear they asked that the sergeant escort them home, which he did.

The white car was drive by Guyana Defence Force Intelligence Officer, Robert Pyle.

That car collided with a Canter truck, claiming the life of Sergeant Pyle, his wife Stacy and driver of the Canter Linden Eastman of Prashad Nagar.

When contacted Friday, head of SUCO Sydney James declared, “I have no comment on this matter…” and hung up his phone.

Since the incident, the GDF has issued a statement claiming that Pyle was on a “legitimate” SOCU assignment.

He was part of a group of law enforcement officers staking out the home of head of the National Industrial and Commercial Investments Limited (NICIL) Winston Brassington.

The other male driving the “silver car” – presumably another SOCU officer working with Pyle, has not been identified as yet.

It is important to note that there are no relations between the Seebarans and Brassington.

Former beauty queen Alana Seebarran, in a statement to the Guyana Police Force, has outlined her shocking and harrowing experience of being mistakenly pursued by car during a high-speed chase through the streets of Georgetown by the now dead army intelligence officer, Robert Pyle.

It should be noted that Alana Seebarran is the wife of opposition People’s Progressive Party (PPP) Member of Parliament and Attorney-at-Law, Charles Ramson Jnr.

BUNGLED SINISTER OPERATION

It should be noted that Sergeant Plye was at the time part of a team providing surveillance and intelligence gathering work at the private residence of NICIL’s Head, Winston Brassington whose house is said to be located near the Seebarrans (no family relations).

He died after the vehicle he was driving slammed into a canter truck while trying to block a vehicle (driven by Alana’s brother) which had moments ago left another house in the vicinity of Brassington’s Kingston, Georgetown home after his first attempts to have the occupants exit their vehicle failed.

During the high-speed vehicular chase, the GDF Officer’s vehicle reportedly slammed into a canter truck on Carifesta Avenue resulting in the death of three persons, including his wife Stacy, along with the driver of the canter, Linden Eastman.

The circumstances surrounding the death of the army officer has since been shrouded in controversy and has been one of the hot topics of discussion over the past several days, more specifically as it relates to numerous conflicting reports that have emerged about the covert operation he was involved in at the time of his demise.

It is understood that Sergeant Pyle was called out to duty on the night of December 30 to engage in a stakeout operation in relation to the Special Organised Crime Unit (SOCU) investigation into the National Industrial and Commercial Investments Limited (NICIL). At the time, he had just picked up his wife, Stacy, from her workplace at the Davis Memorial Hospital and was heading home.

The incident has sparked much controversy and brings to the fore many unanswered questions within the public domain. The People’s Progressive Party (PPP) has since demanded to know why there was surveillance on Brassington’s private residence; who authorised the GDF rank to conduct surveillance; who gave political direction to SOCU to conduct surveillance; and who instructed the GDF to assist SOCU in any investigation among other questions. Further, the PPP expressed that this particular incident resembled several during the Burnham era when the misuse of the security and intelligence community for political purposes was rampant.

Former Miss Guyana India and Miss India Worldwide, Alana Seebarrran has suggested that agents of the Special Organised Crime Unit (SOCU) did not identify themselves  properly when they turned up outside her her home and blocked and banged the car she had entered and even raced after them.

The Guyana Defence Force (GDF) has since confirmed that Sergeant Robert Pyle, who was killed in an accident on December 30, 2015 while on the chase, was on a legitimate operation in support of SOCU.

However, sources have told Demerara Waves Online News that the initial contact was at a bilateral level between a SOCU representative and a low-level GDF officer, instead of the chain of command.

However, Pyle was never instructed to chase after the vehicle but to ensure that the persons targeted remained there until other SOCU operatives arrived.

Demerara Waves Online News was also told that Pyle and his colleague were sent to the stake out the wrong house instead of the one immediately east of Seebarran’s residence where the Head of the National Industrial and Commercial Investments Limited (NICIL), Winston Brassington lives.

SOCU has been tasked with probing alleged fraud at NICIL based on the findings of a forensic audit by former Auditor General, Anand Goolsarran.

In the face of criticisms by the People’s Progressive Party Civic (PPPC) and the Private Sector Commission (PSC), President David Granger has said there was no need for a full probe into the incident. He has also justified the use of the GDF in supporting the work of the police.

Following is Ms Seebarran’s statement.

“My name is Alana Seebarran, I am a 28 year old mother of one child and the wife of Mr Charles S. Ramson, Attorney at Law and Member of Parliament for the Opposition party I live at 116-117 Cowan Street Kingston.

On the 30* December, 2015, my husband was out of the country so at approximately 8:30p.m., my brother, Raymond Seebarran, drove me in vehicle number PHH8919 to my residence at 116-117 Cowan Street, Kingston, where I went to collect baby supplies for my little child who was left with my parents at their home.

When we arrived at my residence, we did not observe any vehicles parked in the vicinity of my home. My brother assisted me in unlocking the gate and then we entered the yard and proceeded to enter my home through the front door.

I went inside the house with him and I collected the items I needed. We stayed approximately 20 minutes in the house and then we left with the supplies. We exited via the front door and I closed the front door while my brother waited right next to me. We then proceeded to open the gate and observed two men dressed in ordinary/plain clothes standing in the middle of the road directly in front of the house looking at us.

I became concerned about their presence in front of the house and my brother quietly drew it to my attention. I said quietly to him that I also observed them and I was nervous about their presence at this time of the night. We proceeded to lock the gate quickly and moved towards our vehicle when I heard one of them who l observed speaking on a cellphone say, “they’re coming out now., they’re coming out now.’

As we quickly approached our vehicle, one of the men who I do not know said, “can l have a minute of your time?” I became very concerned and nervous, and I said to my brother, “get into the car now!” My brother then said to the man. “you can speak to me through my vehicle window” and he opened his door and got in the car.

The man continued walking towards my side of the vehicle and knocked on the glass and signalled for us to wind the window down.

My brother lowered my passenger side window about two Inches. The man did not show us any form of identification but mumbled that he was from the Special Crime Organization and that “we need you to wait… our boss is on his way.’ I became very scared as the man had no uniform on, never stated his name nor did he show us any identification so I told my brother to drive away.

The man insisted that we must wait and I told him that he could leave a telephone number for my dad to call as I had to get back to my child. My brother tried to get out from there immediately but a white car was blocking us from reversing.

The white car started to move forward to a much tighter position to box us in even more but my brother was, however, able to inch my way out of the parked position on to the road. He then started to drive away heading in a western direction on Cowan Street, immediately, another car, silver in colour, drove out from a parked position on the southern side of Cowan Street and drove in front of us in a perpendicular position blocking our car.

My brother immediately came to a stop and we became even more fearful. A man came out of the same silver car and started to shout at us and bang on our vehicle’s bonnet with his hands. I started to scream for my brother to drive away and he found a small pathway between the trench located on the southern side of the street and the parked silver car and drove away heading west on Cowan Street

We turned left on to High Street and then made a left turn on to Lamaha Street heading eastwards. I looked back and observed that the two vehicles now with their hazard lights and high beam front lights were following us. We continued to drive heading east then made a left turn at Camp Street heading north.

I kept looking back and observed that the two vehicles were still following us. While my brother was driving I was speaking frantically on my cellphone with my dad. My dad told me that we  should drive to the Kitty Police Station. We continued driving north on Camp Road, then made a right turn heading east on Carifesta Avenue. I looked back again and observed that the two vehicles were still following us.

As we proceeded on Carifesta Avenue heading towards Vlissengen Road, I noticed that the two vehicles were still behind us and gaining on us.

I then noticed the white car move towards the southern side of the carriageway to try to overtake us but there was another vehicle which was immediately in front of us in our lane so the white car could not complete the manoeuvre.

After we passed the car which was immediately in front of us, the white car again moved towards the southern side of the carriageway and drove along side of us when I felt an impact on the vehicle in the vicinity of the right front wheel area and observed that the white vehicle then careened on the southern side of the carriageway when I heard what sounded like a loud collision.

I was still scared and told my brother not to stop and that we must go right away to the Kitty Police Station as my father suggested. We then drove to the junction of Carifesta Avenue and Vlissengen Road and we made a right turn on to Vlissengen Road.

We then proceeded towards the junction of Vlissingen Road and Sandy Babb Street and made a left on to Sandy Babb Street. We then made a left into the street with Kitty Police Station, parked the vehicle and my brother and I ran Into the police station compound. Inside, my brother and I made a report about what had happened.

As we were there, one of the officers informed us that he overheard on the radio that a lady also made a complaint about the white vehicle almost running her off the road on Carifesta Avenue. The officers then told us that the accident occurred in the Alberttown district, and because of this, we had to go to the Alberttown Police Station.

As we got to the Alberttown Police Station, my brother made a report to the police officers about what had happened, and then they told us we were free to go home, and my brother begged the Police Sergeant to escort us home, which he did.

On the same night, my father told us that he received a telephone call from the Alberttown Police Station who requested that my brother should report back to them with the vehicle he was driving.

I shortly thereafter learned through the media which was confirmed by the police that the driver of the white car was a GDF officer named Robert Pyle.’
