In the absence of general elections within three months of June 18, Guyana has fallen into constitutional desuetude. If a caretaker government was in place on June 18, what exists today is shambolic and a mere shadow of constitutional rule. The only person to be blamed for this is President Granger for refusing to abide by the clear outcome of the motion of no confidence against his government on December 21st and mounting feckless legal challenges. He has been aided in his folly by some astoundingly insensible judgments in local courts.

Even before the Caribbean Court of Justice on July 12th described his administration as a caretaker one in the aftermath of December 21st, President Granger worsened matters  by seeking to elevate the Guyana Elections Commission (GECOM) above the Constitution of the Republic. It never was the responsibility of GECOM to provide an approximate date for general elections. To the contrary it was always the requirement of the permanent GECOM to be in a state of perpetual readiness for general elections in accordance with the requirements of the Constitution.

It is now left to GECOM Chair, Justice (Rtd) Claudette Singh to restore order and demonstrate compliance with the constitution by ensuring general elections are held, before the passage of a further three months, in keeping with the letter and spirit of the Constitution and to stoutly rebuff any further attempts to the delay the process.

The 'unreadiness' reasons are commonsensical and have to do with a higher 'DEMOCRATIC' imperative . . . credible, NON-FRAUDULENT elections.

It is pellucid, in 2019, that the December 2018 NCV was ginned up by the Opposition to coerce elections with the expiring, fraudulent voters list.

Yes, there are open "constitutional" issues rooted in a mediocre writing of the infamous 1980 document and its subsequent amendments that need to be addressed with true reform.

What is happening here with the Court challenges by both PPP and the Gov't does NOT do harm to democratic governance. They underline what needs to be addressed going forward.

Indeed the hobbling of GECOM by the PPP in the Courts is the unacknowledged handmaiden of the "delay" that Freedom House and their crocodile acolytes unctuously wail about.

Now, what exactly, on September 19, is "before the passage of a FURTHER THREE months, in keeping with the letter and spirit of the Constitution" all about?

Sounds to me like Stabroek News is inventing Constitutional 'tradition' around the editorial table.

Or, perhaps, a coercive harangue with an eye to the PPP timeline(s)?

PPP wants fresh voters list among other electoral reforms

The opposition PPP today called for electoral reforms to be placed on the front burner including a fresh voters list, improved bio-metrics, electronic voting and a new Chairman of the Guyana Elections Commission (GECOM).

Having refused to accept the results of this year’s general elections, the PPP said that after twenty-three years with “absolutely no reforms” at GECOM to cater for institutional strengthening through more transparent and impartial practices, the time has come for reforms to be placed on the front burner. The PPP was in office over that period and would have been able to introduce the reforms it is now seeking. While the party has rejected the results of the election, which it lost by a narrow margin, the international community has affirmed the validity of the polls.

 

The PPP called for the following reforms:

  1. Enhanced bio-metrics
  2. Electronic voting
  3. Bringing the GECOM Secretariat under the purview of the Commission to enable the Commission to give the Secretariat general orders and directions.
  4. Recruitment of GECOM’s key election officials such as Returning Officers and Presiding Officers and Poll Clerks through improved transparent and impartial processes.
  5. A new voters’ list to be compiled on the basis of a fresh house to house enumeration.
  6. Review the process that allows for voting by the Disciplined Services.
  7. Amend the relevant sections of the Representation of the People Act to allow for the enactment of appropriate legislation to facilitate implementation of agreed reforms.
  8. Selection of a new Chairman of GECOM

The PPP provided no details on the enhanced bio-metrics that it is seeking. Fingerprinting is used at the moment. The voters list for this year’s elections was thought to have been swollen with the names of tens of thousands of people who have migrated or have died and this had raised concerns for all parties.

Following its loss of the election, the PPP began calling for the removal of GECOM Chairman Dr Steve Surujbally and its statement today continues this demand.

With local government elections likely to be held in the coming months, the PPP’s sought-after reforms raises the question of the minimum that it would like to be in place before it contests.

The PPP pointed out that prior to 1992 elections the following reforms were instituted:

  1. Counting of the votes at the place of poll;
  2. A new voters’ list compiled on the basis of house to house enumeration;
  3. Expansion of the Elections Commission and the selection of a new Chairman;
  4. International and local observers to be present at polling stations.
 

The PPP said it is convinced that with its new proposed reforms enjoying the support of APNU+AFC, the donor community and other stakeholders, “Guyana’s electoral system supervised by GECOM will see the cleansing of the Augean stables thus enabling GECOM to make a `fresh start’”.

The PPP said it will be seeking clarification on proposals by Canada and the US to assist in the area of electronic voting. It noted that legal steps would have to be instituted to facilitate the introduction of machines for electronic counting and for tabulation of votes at any elections in Guyana.

It stated that GECOM must be integrally involved at all stages in relation to these offers by the US and Canada and “must, in the final analysis, be a key decision-maker on the matter, not the government alone.”

The PPP added that the introduction of machines for electronic counting must be discussed with all the stakeholders in a timely and transparent manner.

Further, such offers must not remain exclusive to the Granger-led APNU+AFC Coalition Administration, the party said.

Bai, it took every other political party in Guyana to barely surpass the vote count for the PPP and even that differential was legally challenged. Unfortunately the PNC wicked influence has kept that case from being litigated. Plus the PPP and it’s supporters were betrayed by a set of Indians, some seeking personal gains but most just too gullible. Civilization is defined through one’s willingness to abide by democratic values and while the PPP has proven that they can, the PNC seems unable to do so.

You might be correct, but that is under normal circumstances with the regular election cycle. We have a state of urgency, the government is voted out due to NO CONFIDENCE , election must be held within 90 days, that's in the constitution.

PPP asked for this including electoral  reforms / electronic voting etc ... was a attempt make by the Government. 

They Coalition collectively went to the polls in 2015 with no concern. What the problem now Django. 

Granger claim the list is bloated, did he suddenly wake up and discovered that. If the list was bloated, it certainly went in their favour in 2015, unless it’s  evidence they rigged the election.

In 1992, the population in Guyana was 748,600. Registered voters was 348,195. 

In 2015 the population increase by 18,000, sending the population to 767,195 

Register voters rose to 585,722.. this had to do with age and increase in population. 

The bloated list as claimed by your people went in their favour in 2015  .. isn’t it so.

They had no issues with the list in 2015. They hurriedly went H2H and accurate 300,000 registration and is merging the list. 

The new registration was done after the 8,600 Haitians came into the country.

In 1992, the population in Guyana was 748,600. Registered voters was 348,195. 

In 2015 the population increase by 18,000, sending the population to 767,195 

Register voters rose to 585,722.. this had to do with age and increase in population.
