Georgetown, Guyana – (April 14, 2016) I visited the People’s Republic of China on official Government business in March 2016.

The Ambassador of China to Guyana, who was in country at that time, made arrangements for me to meet officials of four companies, which had signalled their intention to make significant investments in Guyana.  These Companies were located in Beijing, Shanghai, Hebei and Heilong Jiang Provinces.

In this regard, because of the significant distances involved and the limited time available on that trip, the Ambassador made arrangements for these companies to provide transportation, both air and land, for me to travel to their respective Head Offices.

On the March 27, 2016, one such arrangement was made for me to visit Long Jiang Forest Industries Group, a Company situated in Heilong Jiang Province.  The Long Jiang Forest Industries Group is a state-owned company that had acquired 55 percent of the shares in Bai Shan Lin and is intended to fully take over the company in 2016.

Two officials from the Long Jiang Forest Industries Group, along with two officials from Bai Shan Lin, accompanied me on the aircraft on the flight from Beijing to Heilong Jiang Province to attend the meeting.

At the meeting, the Vice Director of the Company, Mr. Wong Dong Xu, in the presence of officials of Bai Shan Lin, gave the assurance that the Company’s officials will be in Guyana by May 2016 to complete due diligence for the takeover, and to satisfy and expand on the obligations of Bai Shan Lin to Guyana.

I used the opportunity to convey all of the concerns and expectations of the Government and people of Guyana with respect to foreign investment generally and those with respect to Bai Shan Lin in particular.

The Ministry made no official release on these matters at that time, since a prerequisite to that release would have been a formal briefing of the President and Cabinet.

The publication of a lone photograph, therefore, without seeking to investigate and report on its context was not the work of the Ministry of the Presidency.  I wish to make no comment on the motivations for its publication.

Statement by Minister of State, Hon. Joseph Harmon on the appointment of Brian Tiwarie as Advisor  

Georgetown, Guyana – (April 14, 2016) After the General and Regional Elections of 2015, many persons, who indicated their deep interest in assisting the Government and fulfilling its campaign promises were appointed to various positions. Some of those persons were not interested in formal employment or receiving remuneration, but were willing to contribute.

After some consultation, during which the Minister of Public Security and the Minister of Natural Resources gave advice, it was agreed that such persons should be appointed as Honorary Ministerial Advisors and that a Certificate entitled “Instrument of Appointment … Ministerial Adviser” would be issued.

Over the period October 6, 2015 to February 8, 2016, thirty-four persons were identified on the recommendation of the Leader of the Alliance For Change (AFC), the General Secretary of the Peoples National Congress (PNC) and the General Secretary of A Partnership For National Unity (APNU) and the Instruments were accordingly issued. Some of these appointments, particularly in the Diaspora, received wide publicity.

Mr. Brian Tiwari, upon the recommendation of the General Secretary of the APNU, was one such person identified and issued with an instrument. I was subsequently advised by the President, who was not aware of all the appointees, that he was not in agreement with this one and that the appointment should be rescinded on March 24, 2016. I agreed with the decision of His Excellency and his rationale for rescinding the appointment.

The Chinese government is taking 100 per cent control of Bai Shan Lin next month. Whatever criticisms of Bai Shan Lin that Guyanese may have after that will have to be addressed to the Chinese government, probably through its ambassador in Georgetown. Interesting times ahead.

Let's see what role Bayney plays here.  This is disturbing news.  You all were criticizing the PPP for encouraging Chinese investors.  Now what??  Is this done legally by trade agreements that benefit the Guyanese people?

AFC/PNC brought in the Chinese Government.

Harmon flew in to China to make arrangements for a red carpet welcome for the Chinese. IN the meanwhile, his pocket was overflowing with something on his way back.

According to the statement to the cabinet, which was seen by News Source, Harmon explained that the state owned logging company, LongJiang Forest Industries, has acquired 55% of the shares in BaiShanLin logging which has operations in Guyana and a full take over should be executed by June of this year.

In a written explanation to Cabinet, Minister of State Joe Harmon stated that during his trip to China, the Chinese Ambassador to China who was there at the time, made arrangements for him to visit four companies that are intent on making significant investment in Guyana and it was the Ambassador who made arrangements for the companies to provide executive service, both by air and land for him to travel to their office.

Mr. Harmon was photographed in an executive private jet with officials of the BaiShanLin company and other Chinese officials.

He explained the companies that he had to visit are located in Beijing, Shangai, Hebei and HeilongJiang Provinces and the state-owned Chinese company, LongJiang Forest Industries Group made the executive travel arrangement for him to visit the company.

According to the statement to the cabinet, which was seen by News Source, Harmon explained that the state-owned logging company, LongJiang Forest Industries, has acquired 55% of the shares in BaiShanLin logging which has operations in Guyana and a full take over should be executed by June of this year.

“Two officials from the LongJiang Forest Industries, along with two officials from BaiShanLin company, accompanied me on the aircraft to the meeting on the flight from Beijing to HeilongJiang Province”.

He said that the Vice Chairman of the Company in the presence of BaiShanLin officials, gave the assurance that the company will be in Guyana by May, 2016 to complete due diligence on its take over of BaiShanLin.

He explained to the Cabinet that “the company thereafter intends to invest over initially $500M (US) in Guyana to satisfy and to expand on the obligations of BaiShanLin”.

The Minister of State also explained his decision to request a hold in a seizure operation by the Guyana Revenue Authority of vehicles owned by BaiShanLin.

Harmon told the Cabinet that he was contacted by the Commercial Officer of the Chinese Embassy in Guyana who was acting for the Ambassador, and the  Commercial Officer informed him that the GRA had gone to the company’s premises to seize removable assets “in furtherance of a tax demand of $1.5 Billion”.

He said it was explained to him that the Principals of the Company were out of Guyana and the official requested a stay of the execution pending the return of the officials within 14 days.

“The Embassy official gave me the assurance that none of the assets of the Company will be removed. I requested of GRA, the facility as required by the Chinese Embassy and this was granted”, Harmon said.

He added that “the relationship between the Cooperative Republic of Guyana and the People’s Republic of China, in my considered opinion, was important enough to request the stay of execution by the Guyana Revenue Authority on the appeal by the Embassy of the People’s Republic of China in Guyana”.

Harmon was heavily criticized over that decision and the Finance Minister complained to the President about the issue. The President reminded that it is the Finance Minister who has direct Ministerial Control of the GRA and therefore other Ministers ought not get involved.

Two vehicles belonging to BaiShanLin have since been seized by the GRA for the taxes owed.

The Alliance For Change which is the smaller party in the APNU+AFC coalition wants the President to strip the State Minister of some of his responsibilities and duties. The President does not appear to be moving in that direction and has indicated that he does not believe that Harmon is overburdened.
