At the opening ceremony of the PPP’s 30th Congress, General Secretary of the RPA, Mr. Dharamkumar Seeraj, drew a nexus between the struggles for viability in the rice industry and the struggle by the PPP for the restoration of democratic norms for boosting development in Guyana.
Like the trade unions, the RPA and other worker representative bodies had become toothless poodles, until the advent of Dr. Jagan into the fray. Then General-Secretary of the RPA, PPP stalwart Pariag Sukhai had gifted several acres of rice lands to Dr. Jagan so that he could qualify for membership and a term in office as President of the RPA during which significant changes evolved to re-vitalize the industry.
And this partnership has remained a constant throughout the years until extant times when the rice sector has taken on a development trajectory directly in line with national development under a PPP/C Government. In his address, Seeraj said β€œAs we deliberate on the various issues of interest to our party during this 30th Congress, β€œI would like us to remember on this special occasion those intrepid founding fathers and mothers of the PPP and its precursor, the PAC; and those who joined them in the long, dangerous and difficult years of struggle. Many of the stalwarts are no longer with us, and we number among them Dr. Cheddi Jagan and Mrs. Janet Jagan, Sash Sawh, Mr. Boysie Ramkarran, late departed Pt Reepu Daman Persaud, and many others: Time does not permit me to make a roll call of honour for all our departed comrades who served our Party and our country well.
The β€œPPP, however, is a vital force that is not static and stagnant, but is an ever-evolving institution with new blood taking the challenge to continue to strengthen our support base – and here I would like to welcome all those young people who are making a difference in the country from the platform of the PPP…. the RPA and the PPP are symbiotic, because the confluences of development with a human face, a concept so dear to our Dr. Jagan, is integral to all our considerations, our decisions, and our actions.  
β€œSince the accession of the PPP to the Administrative levels of the Guyanese nation, the PPP Government has achieved a near-miraculous turnaround of Guyana’s social development and economic growth – and it is a matter of public record that Guyana was worse than the famous Augean stables when the PPP took office in 1992. Every sector has been catalyzed through transformative processes that took our country from an international rating on development graphs as lower or on par with Haiti; but today we are ranked as a middle income country.  Our macro=economic fundamentals have been stabilized and major financing and other international bodies are lauding our prudent fiscal management which has achieved a sustained growth rating, food security, MDG in primary education – and we are like a runaway train to progress; and this trajectory has been sustained even in the face of a global economic crisis, which is severely impacting third world nations, even our CARICOM partners; and an opposition that seems hell-bent to stymie, and even cause retrogression in all the gains we have made.
The sector that I have primary interest in – the rice sector, has been achieving incrementally greater output as a direct result of the PPP Government’s interventions and facilitating measures; and when one considers that during the tenure of the former regime Guyana had been forced to import low-quality rice for local consumption, the progress made in this sector is amazing.  Today our export market-share has increased tremendously.
Alluding to the Venezuelan trade deal and other expanded markets, Seeraj spoke about the ever-increasing production targets and high levels of export revenues.
β€œThe rice industry continues to remain one of the main pillars of Guyana’s economy and to maintain its rating as the second most important agricultural industry in Guyana,” he informed the gathering”. Increased rice production was as a result of support from the stakeholders in the industry, with the Government being the main sustainer as the administration continues to provide significant intervention in the areas of drainage and irrigation, where facilities have been considerably improved, with ongoing works being undertaken, in a continuum of efforts to mitigate the effects of the climate change phenomenon and other anomalies detrimentally affecting the agricultural sector.
In an earlier interview with the chronicle, Seeraj had attributed this success to the liberalization and free-trade policies initiated by the current PPP/C administration, which he said has re-energised the rice sector; and the support of the Government – directly and through the Guyana Rice Development Board (GRDB) and RPA, has been intensive, extensive, and impactful.
He denounced the anti-developmental actions, in and out of Parliament, of the collective opposition and the destructive strategies being used by the joint opposition in attempts to derail Government’s developmental trajectory and called on Party members and supporters to be vigilant so that the nation can together”…march toward the achievement of Dr. Cheddi Jagan’s dream – attainment of peace, progress and prosperity as a united Guyanese nation.”

An application to President Ramotar for a Ministerial post

Dear Mr. President,
I write seeking employment with your Government as a Minister. I am the son of a cane cutter (I think it is called a cane harvester now) but it is the same back breaking work. I am qualified, sensible, hardworking and honest although I do not feel that I need many of the aforementioned qualities to qualify.
But you may ask why I want to be a Minister?
Well, Sir, I live in a simple two bedroom apartment in the bottom flat of a building and pay a rent of $25,000.00 per month. I was recently in a discussion with some friends who took pity on my housing condition, and asked that I should see for myself where and how Ministers live.
So, I jumped on my bicycle and rode down to a place my friends called β€œPradoville 2”, just past the Sparendaam Police Station. I saw lots of big houses like palaces. A man pointed out to me, β€œdat is Minister Manickchand house”, and so on.
I ride across to Railway Line, and I looked at β€œPradoville 1”. The small-ish house at front belongs to Mr. Donald Ramotar, who was never a minister but is now President. The house behind is that of Minister Ramsarran, and so it goes.
Well I came back home and looking at the Kaieteur News I saw a big estate manager house with swimming pool that the paper said was owned by Minister Irfaan Ali.
But nothing wrong with that. So I immediately say that I need one of that too. Mr. President, what better way to get a mansion than to join your Cabinet!
Friends tell me that if I know how to handle the ropes I might get a second house somewhere in the countryside. I might even own a farm on the Linden/Soesdyke Highway, or new Mercedes.
Maybe, a black Land Rover and a white Range Rover, on the same driveway.
You know, in Law, the most certain legal advice is in Black and White and if I land the Attorney General job, I could put my hands on a black Land Rover and a white Range Rover.
When I told Pa about the mansions, he said that it is a shame that Government didn’t build one in memory of the late Dr. Cheddi Jagan. He deserved a mansion, for all the selfless work he has done.
Clearly, Dr. Jagan didn’t have the financial genius or connections to have a mansion. Some of the Ministers could have taught him a thing or two about opulence and good living. Pa said that these Ministers should run a programme at the University of Guyana and teach how to do it.
I don’t think that I should wait until I get an education to be a Minister. I will never realise my dreams of a big house or a foreign bank account.
So, Sir, I just making a try right now, and hope for your quick reply. My friends said that I should write now since after Congress there would be lots of vacancies for ministers.

Opening day cuss down at the PPP Congress

Dear Editor,
The PPP Congress has commenced at a time of grave crisis in Guyana where corruption is at an all time high and Guyanese from all works of life are struggling to put food on the table. The domestic policies of the rudderless minority president’s administration have landed Guyana into a morass. They have not created jobs or provide any relief for the needy. As a result, there has been a steady deterioration in living standards for those at the bottom of the economic ladder especially those in the working class. Youth unemployment is increasing rapidly with growing frustration, crime and delinquency and there is no end in sight. Insecurity and distrust have also increased among the elderly and those in authority are incapable of restoring  confidence to a bewildered and despondent nation.
This is in sharp contrast to the promises made by the Jagdeo/Ramotar cabal when they took office from the Jagans in 1999. The Guyanese people have been betrayed by the post Jagan PPP leadership especially by Jagdeo who supported his economic baron friends and oppressed the poor and the working class with his annual 5% wage increase in light of double digit inflation.
In its 2011 election manifesto, the PPP, led by Donald Ramotar  and closely controlled by his predecessor, declared:
β€œIndependence though emotionally satisfying, is not an end in itself. To be worthwhile, it must be an instrument for building a cohesive nation, liberating the people from the economic yoke imposed by the foreigner and establishing a prosperous, self-reliant and free society. Some other Guyanese are militant and noisy in their demand for independence from Britain, but consciously would immediately pawn Guyana, the moment after independence, to some other foreign power. Such persons are colonial charlatans or at best infants, the witting or unwitting tools and agents of new masters. Theirs is the concept of a new servitude not independence.”
Yet today more Guyanese are suffering than ever before in the history of independent Guyana. All of the PPP so called transformative projects are designed to create contracts and jobs for their relatives and friends while the poor and the working classβ€”the base of support on which the PPP was foundedβ€”continues to be left out in the cold.
All of their public policies are dictated by a bunch of economic barons to better serve the interests of their personal pockets.  The year 1966 may have brought us independence from the British but today we are totally economically dependent on a new band of PPP overlords and political princes. This PPP oligarchy that has replaced the  British colonial masters is the worst group of people Guyana has ever had. They are greedy, selfish, uncaring and have ignored the plight of the poor.
Unfortunately, after more than a decade of PPP dictatorial rule, more and more people are realizing that Guyana is retrogressing instead of progressing, that things were never so bad for those at the bottom of the economic ladder, not even comparable to the dark days of the Burnham regime. Yet, at the PPP Congress, the minority president and his cabal will tell the delegates that Guyana is progressing which is far from the truth because there exists constant power black outs, inadequate supply of potable water, huge pot holes on the roads, UG and the educational sector are on the brink of collapse and there is an increase in maternal deaths at the public hospitals.  In addition, the gap between the haves and the have-nots is getting wider every day and crimes have escalated all over the country. No one except the ruling elite is spared from the criminals. Just as we have predicted in previous letters, instead of addressing these issues, the minority president and his sycophants at the opening of the Congress have cussed down their former comrades Moses Nagamootoo, Ralph Ramkarran and the private media with the CHIEF CUSS BIRD at the head table. Both Nagamootoo and Ramkarran have bolted from the PPP because of corruption which is sanctioned and supported by the party. Those who do not believe us, just make a visit to the two Pradovilles and at Lenora and look at those palaces that are owned by the cabal.
Most of the delegates  and supporters of the PPP are aware of the mess the country is in currently, but they are afraid to speak out because of fear of being victimized by the overlords and the political princes in the party. Because of the fear of speaking out, we have concluded that nothing will change at the Congress except for the fact that some of the delegates and supporters will quietly migrate to the AFC or just become inactive out of frustration as their economic fortune disintegrates while those of the economic barons increases thus moving them from millionaires to billionaires.
That is why the majority opposition in the Parliament must protect what little is left in the Treasury by demanding full accountability and transparency on all the projects that have billions in slush funds to facilitate a payday for the overlords and their political princes.  We demand a complete set of bills of quantity for the Amelia Falls Hydro Project to expose these culprits.  That is what the AFC has demanded and we call on the delegates of the Congress to join with the AFC and demand accountability and transparency of governance from their leaders.
We hope the delegates will overpower their leaders and their robber barons friends in an effort to save Guyana from further debt and destruction. What ever the outcome is from the Congress, the handwriting is on the wall. It will not be long before the people remove the puppets and their economic barons in the PPP from the political scene.

Jalil, looks like rigging at PPP Congress is done with no finesse but open grossness. Hundreds of PPP members have been disenfranchised at this congress. It's reasonable to assume the yesmen and yeswomen got the bilious yellow voting card. By tonight the truth will come out when the ballot-deprived PPP members leave the congress venue.

A reliable source told me at least one dedicated longstanding PPP man was ordered by phone not to attend congress, allegedly because he is not a Jagdeo fan.
