While there is need for all the nice approaches to investigating the past, the new government must be aggressive in smoking out all the deals that are inimical to the Guyanese public - including the mansion and pension. No kangaroo court - everything must be done in the spirit of the law and good governance.

 

While the Coalition parties may be new to this, there are seasoned Statesmen in both major coalition partners for level heads to prevail and a smooth transition from a corrupt atmosphere of governance to one that's healthy and helpful in allowing Guyanese to move forward, and to unleash the entrepreneurial spirit and talent.

Priorities.

 

1.  Complete audit of all gov't agencies.

 

2.  Complete examination of all contracts entered into.

 

3.  Contracts awarded to incompetent people, based on party connections should be immediately canceled.

 

4.  Implementation of a proper work permit system for people who are neither citizens of Guyana, or CARICOM.  There should be only awarded where Guyanese or other CARICOM citizens aren't available.  And there should be a time frame to allow the training of, and transition to Guyanese.

 

5. All import and other tax concession to Chinese in the retail space should be canceled.  I assume that Brazilians don't get any special benefits.

 

6.  Proper practices should be implemented to provide incentive for foreign investors to engage in value added.  The export of raw logs should be BANNED.

 

7.  As the coalition gov't establishes itself it needs to engage the opposition (the PPP) and civic society in discussion concerning implementing practices aimed at transparency in contract awards.  Discussions on a new constitution should also begin.

 

8.  The issue of ethnic angst (employment for blacks,  and the gross under representation of Indians in the security forces) should be engaged with civic society and NOT politicians leading this discussion.  This should occur simultaneous with the discussion on a new constitution.

 

9.  A major priority should be placed in education at primary, secondary and tertiary levels.  Emphasis on "at risk youth" to reduce the pipe line for criminals.  The educational system needs to be re oriented to prepare kids for life, and not just to pass exams.  ETHICS will need to be part of the curriculum, as weak values is a scourge in contemporary Guyana (woman pissing on flag).

 

 

While there will need to be some punishment of the most corrupt individuals, starting with Jagdeo, there should NOT be a witch hunt.
