Here we go again blaming the government.

This is a piece of an article related to the pregnancy. Government is not to be blamed for everything. 

Police and officials of the Child Care and Protection Agency are investigating the matter because the girl is younger than 16 years- the age of sexual consent. However, culturally it is normal for Amerindian  girls to be sexually active from as early as 10 years old, resulting in clash between Indigenous Indian norms and values and those enshrined in law by mostly coastland politicians of other cultural and religious backgrounds.

The Govt has a certain role and responsibility to play regarding such things.  Enforcement of the law IS a Govt responsibility and there are laws on the books regarding sex with minors.  I am actually surprised the Govt got involved so late.  It takes nine months to have the child.

People also play a role in assisting the Govt/Law.  Apart from the person who perpetuated the rape, there are many "by-standers" who have to have known and never reported it.  These people, be it family members or neighbors and teachers (if they were in school), should also be charged as accomplices.

The Govt has to prosecute and raise awareness so people understand both their legal and moral responsibility.

No one has even hinted at this in the press especially at a time when manickchand   was claiming to have been so concerned with child welfare. Her claim to fame is proposing six new laws in this area. If only she saw the prosecution of six of these pedophiles we would have been better served.
