As a reminder, at that time, the combined-opposition in Parliament back then were a MINORITY PARTY leaving the PPP government as the seated MAJORITY PARTY in Parliament. This configuration ENABLED them (thru a flawed-Constitutional process) as the MAJORITY to PASS ANY and EVERY legislation, budget., etc., willy-nilly, assented to-by-the-President, just because they could, a TOTAL-DICTATORSHIP-OF-A-DEMOCRATIC-PROCESS. 
At-the-same-time, mocking the minority opposition, hooting, hollering, laughing, condoned & allowed by the then PPP Speaker. Frustrated, the main-opposition (PNC) 'walk-out' of Parliament in protest, to all the bare-faced scheningans taking place. Leaving the 'honchos' of the PPP/PNC, while separating themselves from their members and the rest of the country, to make 'closed-door, back-room deals' for THEIR pension-package, Pradoville I/Pradoville II, among MANY others.
