Hicken denies speaking to Rohee on day of Linden shooting
 
 
Senior superintendent Clifton Hicken on Wednesday denied having any contact with Home Affairs Minister Clement Rohee on the day three protesters were shot dead in clashes with police at Linden.

His testimony on day three of the hearings being conducted by the Commission of Inquiry into the July 18 killings contradicts the allegation levelled by attorney for the victims’ families Nigel Hughes.
“We are specifically alleging that in the 45 minutes immediately preceding the shooting there was at least one telephone call from the minister to Officer Hicken,” Hughes stated on 

Monday during cross examination of acting Commissioner Leroy Brumell.
At the time of the shooting Hicken was the divisional commander for E&F Division in which Linden is located.

Attorney for the Guyana Police Force Peter Hugh on Wednesday asked the officer if he had been in contact with the minister prior to going to the Mackenzie-Wismar Bridge which protesters had occupied.

“No sir,” was his response. His answer was the same when asked if he had been in contact with Rohee “at any time on 18 July, 2012.”

Hicken maintained that all of his instructions that day came from Brumell which included that the bridge be cleared of protesters. He also told the Commission that he was unaware of TSU ranks using copper-coated ammunition or shotgun cartridges with copper-coated pellets during his tenure there. 

Hicken was the unit’s commanding officer prior to his divisional commander posting.

Independent pathologist Professor Hubert Daisley had told reporters that results from autopsies on the three Linden protesters indicate that the men were all shot through the heart with “bronze-tipped” rounds and not rubber pellets as the police had contended. 

The Trinidad and Tobago expert witnessed the autopsies conducted by government pathologist Dr. Nehaul Singh on the men killed in clashes with the police a week ago.

According to Professor Daisley, the three men all died in similar fashion with two shot in the chest and the other through the back. Asked whether the wounds were caused by plastic or rubber pellets as the police claimed the expert gave an emphatic no.

“These were metal, they were capped with bronze-looking cap, almost gold but I think it is bronze, and the core of these were lead. These were not rubber by any chance, they were metal,” he stated.

According to him, one of the slugs recovered from a leg wound had flattened out like “a Trinidad ten-cent piece” while the other warheads looked like “missiles from a handgun” which he opined may have been a low velocity weapon.

“They entered but they didn’t exit and we were able to locate them. We were able to retrieve the missiles or metal fragments and they were given to the investigating officer.”
On whether there was any difference of opinion on the findings between him and Dr. Singh the visiting pathologist said there was no deviation.

Professor Daisley’s involvement was organised by the AFC following the killing of Shemroy Bouyea, Ron Somerset and Allan Lewis on July 18 at the Mackenzie-Wismar Bridge during a protest against a move to increase electricity rates in the town. The AFC has also received the Commission's permission to have evidence entered by an independent ballistics expert.

Earlier Sergeant Aubrey Bowman who issued the arms and ammunition to the seventeen ranks and an officer on July 18 state that they were issued with four .38 revolvers with six rounds each; two 9mm pistols with 17 rounds each; four FN automatic rifles with 40 rounds each; two CP riot guns with 10 cartridges each; four shotguns with 10 cartridges each; and 20 tear smoke grenades. 

However, the Commissioners ruled that questions on what arms and ammunition were returned be directed to the rank who was on duty at the time on July 22.
