This is one in a million that the first time the police is charged. In the USA if you are not white then you are Black, and laws don't protect the Blacks. So for the many Guyanese that flee Guyana to the Mighty USA you are second class, America is the most racist country.

Depends, but someone has to be held accountable. The banna was not walking with a bruk back before the police took him down. My take, he got injured in the first round and the "rough ride" completed the job.
They all are accountable and should be brought to justice, jail time, lost of job, civil penalties, etc. The police cannot act with impunity or above the law. When you drive your car, not having a seat belt is an offense. If minor are your car, you the driver is accountable. When the police take you into custody, they are fully responsible for your health, safety and welfare. The fact that they tied up his hand and legs, meant he had no way of securing himself in the drive, the police are 100% at fault.
Added to that, there still is the question, what did he do to be arrested in the first place? He was running to somewhere, nothing crime-related. The knife that was on him (in his pocket) was fully legal and not a reason for the arrest. Why was he apprehended in the first place?
The US goes around the world talking human rights, dictating to little nations like Guyana about taking care of terrorists. Well, the USG need to account for the missing 1.5 million blacks between the ages of 25-35.
I don't think policy brutality in the USA is all about race though race is a factor, it's about power. half of the police officers charged in this case are blacks. Most police officers could have done nothing better with their lives after high school, so being a legal "brute" is the best way to satisfy their bloated egos.
