Interesting to note that even though there is some clear devolution of power in Tobago we still have the central government players, PNM and PP backed TOP duking it out, we don't even have half the autonomy in our local jurisdictions - why do we think local government elections under this constitution would make an iota of difference?

Wouldn't oligarchic forces from both goliaths seek to dominate ?
