There is a lot of VAT not collected or collected and not being turned in.

Only Gafoors in Rose Hall collect VAT.  All those hardware stores do not collect VAT and they make billions (all the Hamids, etc.).

Economy and Employment should go hand in hand so I would add Controlling Corruption as no. 2 and nak out Employment, but there is not top 5.  Too much problems.
