The United States had wanted to build a rocket launcher base in Essequibo, but decided to move to French Guiana due to Venezuela's claim on that part of Guyana. I think The U.S. is using the oil exploration for two purposes. (1) to benefit for the black gold and (2) to cause conflict with Venezuela.
