This is becoming a point of contention, since the constitution gives the congress the sole power to do that, but some presidents, especially Obama, like to just go ahead ahead and start wars without it.

"Being a friend of Israel shouldn't be judged by a travel itinerary," Kahl said. "I don't think this is a serious policy difference; it's basically a distraction."
