The US government manipulated the Paraguayan parliament to prevent Venezuela's entry to Mercosur. The parliaments of Brazil, Uruguay and Argentina had already approved the inclusion of the country in the trading block. The US wanted to isolate Venezuela a la Iran or like Cuba and manipulated the Paraguayan parliament during 6 years since Venezuela applied for membership to the group. The US also maneuvre to remove Lugo because he was getting too close to Chavez. Lugo was also bringing Cuban doctors and teachers to Paraguay to boost his healthcare programs for the poor as well as literacy campaigns.
The US blunder or miscalculation occurred because they didn't expect this move to accelerate Venezuela's entry to the block. On the contrary, they were expecting a double coup. As Lugo was also president of Unasur, the new installed president would, in theory, also take the presidency of Unasur and from there he would be able to maneuver against Venezuela. Of course, nobody in South America would accept that, but they US didn't count on the fast reaction of Christina and Dilma who didn't give Franco and the US time to consolidate the new situation and justify their moves aimed at sabotaging Mercosur.
So it is not surprising that the US and Israel find themselves on the loser side and of course very upset to see events unfold in a direction opposite to the one they intended.
