Gov’t ditching Specialty Hospital project -Harmon

Minister of State Joe Harmon today announced that the new APNU+AFC government was abandoning the controversial Specialty Hospital project which the previous government had been pursuing with an Indian Line of Credit of US$18M.

Speaking at his post-Cabinet briefing today, Harmon said that the new administration would like to have the remainder of the credit, around US$14M made available for primary health care.

While in opposition, both APNU and the AFC had questioned the wisdom behind the project and consistently voted against spending for it.

The intended project at Turkeyen, East Coast Demerara ended up being a major embarrassment for  the former PPP/C government when it was forced to cancel the contract for the construction which had been controversially won by the Indian company Surendra.

In September last year, the PPP/C government announced that it would move to terminate the controversial contract.  In a statement, the government cited a series of problems and a fraudulent document purporting to emanate from the Trinidad central bank.

The government had used Surendra for several major contracts including the Enmore packaging plant and had been accused of favouring it in the Specialty Hospital contract. The government had persisted nevertheless. The contract with Surendra was also in jeopardy as a rival Indian company had complained to the government in New Delhi about it and the matter was likely to be taken up shortly by the Indian Parliament.

Around US$4M had already been allocated for civil works and other tasks on the Turkeyen site. The PPP/C government had last year sought to recover this sum from Surendra but to no avail.

Nehru, nothing to laugh about.  If it was not for the loss of G$800 million as a result of theft under the PPP, we would have had this hospital well advanced and thus had no choice but to finish it.

 

But because the best friend of Bharat teif the money we are here.

WE want them to mend it, not end it.

 

Guyana needs a new hospital in the East Coast Demerara region so people don't have to go to GT anymore.  Maybe in the Lusignan area.

 

Maybe somebody needs that hospital land. Let's see who gets it.

the money is so much better spent properly equipping and staffing the potemkin entities serving the people as hospitals and clinics instead of using 'healthcare delivery' as a vehicle to steal the country blind

I would not say it's a dumb decision. First, is this a private project? Second, Guyana does not have a chance in this sector for general healthcare. If they do medical tourism they need to focus on specialized areas like fertility treatments. Third, if a private guy is putting up the money, then go right ahead. Fourth, this loan should be spent on upgrading what already exists. Fifth, why not incentivize the existing private hospitals to go after medical tourism? Why does the government need to compete with the private hospitals that already exist?

 

I agree healthcare is big business, but I still want to be convinced this was sequenced in the best possible manner given the many other pressing problems in education and general healthcare.

BT, do you know what "medical tourism" is fool? Can't resist using big terms to impress the small minds eh? What foreigners you think would travel to Guyana to have hip surgery, cosmetic surgery etc. eh? Which doctors going to do that, eh? Guyanese can't even repair a goadee!

 

This "specialty hospital" was never intended for medical tourism as in Costa Rica etc where first world country citizens travel to have procedures done at a lower cost. It was intended for the treatment of Guyanese.

hey dumbo, did you miss the part where $14m US is left and will be allocated to providing primary care? No medicine, no equipment, no properly trained staff, and yes even no hospitals in some areas. Don't you think $14m US would be better spent improving THOSE things fool?
