Was the U$625,000 to be used to fund the recently announced pay increases?

The PPP said there was no money to pay any salary increases earlier this year. But suddenly they find money to pay a backdated increase. Where did the money come from? Was it from recent money laundering efforts by Lall? Is the PPP using cocaine payments to d some electioneering?
