28th anniversary of return of democracy to Guyana

With Monday marking the 28th anniversary of the return of democracy to Guyana, President Dr Irfaan Ali assured that his Government remains committed to ushering inclusionary democracy and constitutional reform.

Monday was the 28th anniversary of the return to democracy after People’s Progressive Party (PPP) founder and former President Dr Cheddi Jagan won office on October 5, 1992, in the first free and fair elections in over 20 years.

Ali on Monday said that the day serves to remind Guyanese of the importance of preserving democracy. Moreover, he noted that the day allows everyone to re-commit to the democratic cause – something he did on behalf of his Government.

“My Government remains committed to upholding and protecting democracy. We intend to fashion a more inclusive system of governance and, especially, to fortify our democratic institutions so that never again will our people’s freedom be subject to the threat of being hijacked,” Ali said.

Sovereignty, he pointed out, according to Guyana’s Constitution, belongs to the people, and they exercise this sovereignty through their elected representatives. “The right of the people to freely and fairly choose who would govern them must remain sacrosanct. This right, we saw earlier this year, is fragile. It must be guarded and safeguarded zealously,” he added.

Rigging

This was a reference to the concerted efforts by the former governing A Partnership for National Unity/Alliance For Change (APNU/AFC) and officials from the Guyana Elections Commission (GECOM) to undermine democracy after elections were held.

A number of ploys were involved, from GECOM officials inflating numbers to favour the former ruling party to supporters of the APNU/AFC using the courts to drag out the process after the elections were held on March 2, 2020.

A 33-day recount showed that the PPP won the elections, but it took the firmness of local and regional courts, the resilience of GECOM Chair, Retired Justice Claudette Singh and threats of sanctions from the international community led by the United States before former President David Granger finally stepped aside and allowed President Ali to be sworn in. Ali stressed the need to ensure that democracy is never threatened again.

“This glorious day reminds us that rights carry accompanying duties and that, consequentially, every citizen has a duty to defend democracy. Today, as we observe the 28th anniversary of the restoration of democracy, it is as good a time as any to re-commit to ensuring our democracy is never again threatened.”

“I also take this opportunity to recognise and thank all those Guyanese, among them, many young people who stood up and allowed themselves to be counted in the history books of our country, when their country needed them, in defence of democracy in 2020,” Ali said.

Defenders of democracy

While paying tribute to those who stood up and defended democracy in 2020, Ali also made sure to applaud those who stood with Dr Cheddi Jagan as he defied the former People’s National Congress (PNC) regime of Forbes Burnham.

“October 5th is a significant date in our country’s political calendar. On the 5th October 1992, democracy was restored to our beloved motherland after an absence of 28 years. On this the 28th anniversary milestone, Guyana recalls the epic struggle waged for the restoration of the right of our people to freely elect a Government of their choice,” Ali said.

“Today, we pay tribute to all those, inside and outside of Guyana, who contributed to the eventual triumph of democracy. We remember especially those brave individuals who lost their lives in this struggle, including Jagan Ramesar, Bhola Nauth Parmanand, Father Bernard Darke and Dr Walter Rodney.”

According to Ali, the restoration of democracy on October 5, 1992, ushered in a new era and brought Guyana out from the shadows of being a pariah State. It meant the end to dictatorship and the stifling of economic development.

“It unlocked the latent potential of our people and propelled economic growth and development. Guyana’s economic, political and social progress over the past twenty-eight years would not have been possible without democracy,” Ali said. (G3)

It never worked under the PNC. They don't know the meaning of the word. It won't work under this govt either. By the time the talking begins it will be time for the next elections. Treat all the races on merit and be transparent abut it. That is the best way. You said 'it is working' How?

The protests for urgent hearings of the two petitions on the 2020 elections should start now.   There is compelling evidence that the results of those elections do not reflect the will of the people.

You may find that more people voted for the PPP/C than the the numbers reflect. Please bear that in mind. The Mingo show took away a lot of PPP votes to fudge the numbers. The PPP couldn't rig, the PNC did and as usual they couldn't do  a neat job.

You need to look at voting trends from previous elections together with the 2020 results. Django and others have posted a lot of materials on this.  The long and short of it is that the Region 4 results are highly suspect and either overstates the PPP votes or understates the Coalition votes.  That there was manipulation of the results is supported by the absence of documents in various  ballot boxes etc.    Moreover, the Chief Elections Officer will testify that the results do not represent the will of the people.  In most jurisdictions that would be compelling evidence in an elections petition.

My friend here is the thing: The AFC, this so-called decider of of elections, was a damp squib. It pulled in nothing. The AFC is worth half a seat. Do you really think that 60, 000 people voted for them and that they are Worth 9 seats? Come on do the math.

You are straying from the topic.  It is not about how many votes or seats the AFC got.  Elections in Guyana since the 1950s have been race based. The 2020 elections were no different.  Look through the archives here on GNI (or on the GECOM site) and you'll see results from previous elections.  The Coalition held or improved its performance in virtually all regions except Region 4.  There is no explanation for this as Region 4 is not unique especially when race is the dominant variable.

I am not straying from the topic. There is an explanation for it. The votes that the AFC claimed to give it 9 seats, most of it went to the PPP. Indians went back to the PPP/C in droves. The APNU did badly in GT that came as a shock to them. Mingo tried to give us a 6 for 9 but the numbers are there to prove it. How can you say 'there is no explanation' for the Region 4 vote?

Why only in Region 4?  In Social Science outliers need careful scrutiny.   Look at the numbers for the other regions.

You are right about the other regions. The 15,000 that the PPP won by were mostly votes that deserted the AFC. How do we know? The polling agents from AFC leaked out the info after they saw the SOP's.

No sugar coating will conceal the fraud in the ballot boxes in every region of the country, especially PPP strong holds. Bloated voters list will do it ,the PPP blocked every effort to sanitize the voters list.

The PNC was in charge of the ballot boxes.  They stole over 20,000 ballots and were caught.  It's now water under the bridge. Move on. Look towards the next election and ensure that the PNC does not try to reg it again.

MOngo and Lowenfield are guilty.  No sugar coating by the PNC can sve them.  They are going down.

You are now writing fiction.  Why would anyone leak information from the SOPs when it is public?  Moreover, you must be the only one who knows how many votes the AFC got since the AFC was not separately on the ballot.

Guyana is on the verge of creating 100,000 new jobs, and you can take that to the bank.

The cynics said that this cannot happen, but it is happening if they like it or not. Guyana is moving forward and will continue to do so so long as the PPP is the Government.

The SOP's are not public information. Have you seen the SOP's for APNU? If so, tell us the amount of votes they got? The PPP published theirs. I maintain that the AFC is worth only half a seat, and you can't prove otherwise.

The SOPs are public information.  There are no PPP SOPs or AFC SOPs.  No one can prove what the AFC is worth because the AFC was part of a Coalition. The AFC was not separately on the ballot.  You need to do some homework because it appears as if you don't know some basic information about the electoral system.

Sir, each party knew the votes for that particular party on the night of the election. They knew the total votes too, ie who won and who lost. The PPP knew the totals, so did the PNC/APNU. But the PPP publicized theirs, the others did not. Don't tell me, I was there. It's not semantics, its statistics.

These idiots love to promote black people so blacks can say that they are not racist koolies.  What these idiots and their godfather that Koolie fight up other Koolies Jogan did and continue to do is indirectly telling and promoting the idea in the minds of young East Indian boys and girls that black African lives are much more valuable than East Indian lives.  Thereby promoting self-hate in our peoples' minds.  An independent sovereign nation for our own people.

The fight to keep Guyana out of the clutches of the dictatorial PNC must continue despite efforts to make the country's constitution more democratic and inclusive.

The Totarams and the Djangos are yesterday's bad news.  They are like fish out of water. They will soon stop breathing and others will take their places.  Keep the fight to safeguard democracy.  The threat is not gone. Once the PNC is there the threat to democracy is there.  Always keep this in mind.
