UNICEF finds 47.5% of children under 16 living in poverty in Guyana

With 36 per cent of the country living in poverty, the United Nations Children’s Fund (UNICEF) has found African Hands Cupped [World Social Issues) Health Problems Symbothat 47.5 per cent of children 16 years old and younger are living in poverty in Guyana.
According to the UNICEF Situation Analysis of Children and Women in Guyana 2016, “poverty in Guyana has a child’s face,” revealing that the poverty number from 2006 shows that younger age cohorts have a significantly higher poverty headcount than older ones.
It stated that 33.7 per cent of young people aged 16 to 25 years lived in poverty in 2006, while almost half of all children aged 16 and below were poor (47.5 per cent) in 2006. It indicated that data on child poverty was not disaggregated for different ethnicities, regions and/or areas of the country.
In addition, the analysis pointed to the fact that the 2014 Multiple Indicator Cluster Survey (MICS) did not calculate poverty rates for the country but used a quintile wealth index to differentiate wealth across households, from poorest to richest and the survey confirmed two main disparities in Guyana: the difference between rural and urban, and the difference between coastal and interior regions.
The report stated that while 13 per cent of the population living in the urban areas could be considered poor, the number is raised to 22.5 per cent in rural areas. “As a matter of fact, almost 44 per cent of the population in rural areas would be living in the two smaller wealth quintiles, in comparison to 30 per cent in the urban areas”.
According to the last official poverty measurement survey in 2006, 36.1 per cent of the population in the country was living in poverty, including 18.6 percent that were living in extreme poverty.
The 2006 measurements confirmed that poverty and extreme poverty were stronger in the interior areas of the country, and were uneven if regions were taken into consideration.

Poverty is massive
The report emphasised that out of all poor people in the country, most of them were living in areas categorised as rural coastal, followed by urban areas and rural interior. It noted that due to the population distribution in the country, most of the poor people would be living in Region Four (Demerara-Mahaica); nonetheless, in percentage terms, poverty is massive in Regions Eight (Potaro-Siparuni), One (Barima-Waini) and Nine (Upper Takatu-Upper Essequibo), where more than 70 per cent of the population living in those areas were considered poor.
It stated that one of the challenges in calculating poverty in Guyana is to find a measurement that can encompass different cultures and lifestyles which are present in the country.
According to the 2015 World Development Report, children living in poverty experience greater levels of environmental and psychosocial stressors than their higher-income counterparts and that stress and adversity in the first years of life can permanently constrict the development of physical and mental capacities throughout adulthood.
“Furthermore, children from disadvantaged families are less likely to receive consistent support and guidance from responsive caregivers. They are also likely to have had less opportunity to develop the critical skills – including skills in controlling their impulses, understanding the perspectives of other people, and focusing attention – that are important for engaging effectively with teachers and other children, paying attention in class, completing assignments, and behaving appropriately,” the UNICEF report added.
Guyana has signed onto the Sustainable Development Goals (SDGs) advance on the Millennium Development Goals call to end poverty. “This time the SDGs on its Target 1.2 openly indicate that poverty must be reduced among women and children,” the report said.
UNICEF recommends following SDG Targets 1.1 and 1.242, to develop and implement a methodology to yearly measure poverty and vulnerabilities, capturing the different cultural peculiarities in the country. “The method should allow for monitoring poverty at national level, and at the same time disaggregate poverty for different ages, regions, geographical areas and ethnicities. The method for monitoring poverty should clearly define child poverty, and should adopt a multidimensional measure that complements the monetary method,” the report stressed.
It added that the country should take into consideration strengthening support to families in situations of vulnerability, in particular single-parent families through systematic, long-term policies and programmes to ensure access to social services and sustainable income opportunities.
Although Guyana is considered an upper middle-income country, it is the third poorest country in the Western Hemisphere, after Haiti and Nicaragua. Unemployment is high and it is particularly concerning for the young population, which represents more than 60 per cent of Guyana’s population. Since 2002, youth unemployment has been consistently higher than 30 per cent and is currently estimated to be about 40 per cent.

Poverty in Guyana has a child’s face – UNICEF concludes


Guyana is arguably the third poorest country in the Western Hemisphere and children are the ones suffering the brunt of the associated poverty dilemma.
This deduction was made after consideration was given to the Gross Domestic Product (GDP) per capita which suggests that Guyana’s poverty situation follows what obtains in Haiti and Nicaragua.
The forgoing is contained in a recently launched Situation Analysis of Women and Children Report that was completed by the United Nations Children Fund (UNICEF).
The analysis was carried out between 2015 and 2016 by Government through the Ministry of Social Protection, with support from a number of partners. Technical support was provided by UNICEF.
It is expected that the analysis will pave the way for the systematic monitoring of the situation of children and women living in Guyana.
According to the Report not only is unemployment high but it is particularly disconcerting for the young population, which represents more than 60 per cent of Guyana’s population. “Since 2002, youth unemployment has been consistently higher than 30 per cent and is currently estimated to be about 40 per cent,” the Report outlines.
Guyana’s latest official poverty measurement was done in 2006, prior to the economic crisis that hit the world in 2008. According to that measure, 36.1 per cent of the population in the country was living in poverty, including 18.6 per cent that were living in extreme poverty.
And the Report has been able to ascertain that “poverty is higher in the interior of the country, and for those families living in the rural areas including rural in the coast.”
In fact the Report has concluded that “Poverty in Guyana has a child’s face.”
Similar to previous measurements, the poverty number from 2006 shows that younger age cohorts have a significantly higher poverty headcount than older ones.  It has been revealed, too, that 33.7 per cent of young people aged 16-25 lived in poverty in 2006. Almost half of all children aged 16 and below were poor (47.5 per cent) in 2006.
Guyana, according to the Report, is susceptible to a variety of hazards including flooding, landslides, drought, fires, and severe weather systems, among others. Between 1990 and 2014, floods were the main natural disaster that happened in the country and primarily responsible for deaths.
Flooding was found to be common in the coastal areas and in the interior of the country. In the coastal area, an extensive sea defence system of sea walls and dams is the main defence against inundation of the coastal plain due to heavy rainfall, overtopping of the river networks, and breaches in the conservancies or seawall.
In the interior, heavy rains and the abundance of rivers create the conditions for constant increases in the water levels. Natural disasters create an extra stress on public finances and significant impact on homes, businesses and human life. In this sense, almost 94 per cent of the negative impact in the country’s economy resulted from past floods.
The country has a body of legislation that protects the rights of children, women and other vulnerable populations. Some of the legislation is considered to be updated and in line with international standards.
Nevertheless, the implementation of the legislation was identified as one of the major bottlenecks in the country for the three main sectors related to children (health, education and child protection).

A REPORT compiled by the United Nations Children Fund (UNICEF) revealed that mass emigration of Guyanese due to failures in the job market creates devastating social and economic effects and has resulted in broken families, brain drain and an estimated 8% loss of the country’s Gross Domestic Product (GDP).The report on the 2016 Guyana Situation Analysis of Children and Women (SitAn), a document compiled through a cooperative effort between UNICEF and Government of Guyana, was handed over to First Lady Sandra Granger and Minister of Social Protection, Volda Lawrence at a special ceremony at the Herdmanston Lodge Wednesday.

The report was prepared with the objective of supporting the new government in its development and implementation of national strategic plans and programmes. The goal of the report is to “advance the realization of the rights of development of Guyanese children with a strong equity focus on the most vulnerable children and their families.”

The report noted that 422, 000 Guyanese live in other countries and while this relocation contributes to the country’s economy through the influx of remittances, such high emigration is influenced by “lack of internal economic opportunities, indicating failures in the job market.”

“On one hand, the influx of remittances is an important factor for the country’s economy and represents an informal safety net for many families. On the other hand, high emigration is influenced by lack of internal economic opportunities, indicating failures in the job market. On the economic side, this brain drain creates losses of around 8% of the country’s GDP. On the social side, emigration breaks families and force children to live far from one or two parents.”

The report said despite Guyana’s good GDP performance, in taking into consideration the GDP per capita, the country remains the third poorest in the Western Hemisphere, after Haiti and Nicaragua.

The country’s last official poverty measurement was done in 2006, even before the world was hit by economic crises in 2008, and according to that report, some 36.1% of the population was living in poverty and 18.6% were living in extreme poverty.

Doesn't this conflict with the US position that Guyana is now an upper mid-income nation?  The fact that Guyanese are no longer a major visa violation risk and the US giving many Guyanese holiday visa is a testament to this.

These reports need to be taken in context.  What matter is the actions and behavior of the masses.  The fact that Guyanese (until 2015) were no longer risking everything to flee says a lot.  The fact that Guyanese are once again (past year) seeking to leave in droves, well that's for the PNC to address!

Of course Guyana was on the recovery by 1992, as Hoyte reversed the Burnham initiatives, which had been enthusiastically endorsed by Cheddi. 

Did Cheddi protest the nationalization of the economy?  No! In fact he screamed that Bookers should have also been nationalized, and if course this is what Burnham eventually did.

Just be glad that the death of Burnham, Hoyte reforms, and the end of the Cold War blocked Janet for converting Guyana into a Castro satellite.

Current data isn't even available in an advanced nation like the USA, much less a backward country like Guyana.

Data must be collected, compiled, analyzed and then put into a report.  The report itself references 2014 data.

Your PPP took the 2012 census, and wasn't even able to release the data in full by 2015.  And this is something as easy as counting how many Indians, Africans, Amerindians and others live in Guyana, and in what regions.

More indepth data collection and analysis takes even longer.  Do you know anything about data collection?

This is 2014 data which shows that under the PPP massive poverty existed. And why the shock as unskilled and impoverished Guyanese flocked to Saba to do what ever the locals on that island don't want to do.  Others flocked to Montserrat, breathing in noxious volcanic fumes.

It takes a truly desperate person to do all of this.

I actually have productive things to do, and increasingly lack the time or the interest in wallowing in this pig pen called GNI.  Its filled with noxious and toxic substances like you.

Prior to PNC ascension to office you had all the time in the world to post, possibly the financing was at the expense of Indians robbed. Now it looks like they shorting you on the paycheck as payment is per post and the economy is bad and treasury empty.
