Democracy is completely broad based here. OBAMA cannot get 29 tons of graft coming to the whitehouse with no one taking his behind to court for fraud. The US has strong democratic institutions. Elections are only one element of the great democracy. In Guyana democracy begins and end at election outcomes. There is some degree of independence of the courts which even existed under the PNC. However, even with that we know the PNC did not run a very democratic state.
