This same Ashni Singh, who disregarded Parliament and ILLEGALLY tapped into the Consolidated Fund for GY$4.5b to spend on items Parliament voted down in the Budget, also tapped into the Contingencies Fund after Parliament was dissolved for the 2011 elections, and took out G$29m.

During the 2012 Budget debate, he asked the newly constituted Parliament to replenish the money to the Contingencies Fund. When they asked what he spent it on, he said the Specialty Hospital Foundation. When they asked him where is a copy of the check and who was the contractor, he could not produce a copy and could not identify the contractor. That GY$29m is still not replenished to the Contingencies Fund!
