The PPP makes the plan, send it to parliament and parliament must take it whole cloth or reject it completely.  This is the status quo. The crooks in the PPP thinks this is efficient and conducive to progress. The race based flock follows them like obedient cows being called home for the night.

 

Now for the opposition, is this awful roadblock to sane budget process a threat or an opportunity? I think it is an opportunity and to the point we are in the present budget process, the opposition has not taken full advantage of it.

Amerinds that stupidly trade for beads with the PPP likes it. They suffer the dependency complex. Imagine the PPP give them a 65 watt solar panel and a bulb and call it electrification and sell that to them for over a thousand dollars! Yes, no one on the coast will accept that even for a laugh under the rubric as Indian or African electrification project. Only the sell souls and the knee benders will act against their interest.

The cuts include: The Specialty Hospital ($910M); the upgrading of Regional and District Hospitals, including Port Kaituma, Kwakwani, Linden, Bartica, the Eye Surgery Operating Room at Linden etc. ($360M); ambulances, ATVs and Boats ($42M); surgical equipment and instruments ($32M); the Amerindian Development Fund ( $1.1B); other Amerindian Programmes, such as ATVs, Tractors etc.($40M); the Cheddi Jagan International Airport (CJIA) modernization project ($6.6B); Civil Aviation ($50M); and Hinterland Airstrips ($185M). This is for mudheads?

You pad the apportionment with graft so do not complain when the whole lot is rejected. After all mudhead, why speak of line items when there is no argument for a line Item rejection? This corrupt PPP is taking prerogatives here it does not have. The option is if the opposition find fault with one part of the budget the entire budget is to be rejected. This appeal on the basis of individual line item is not constitutionally available. To seek that redress and try to milk it for political coin is the reason I call you crooks mudheads.
