Who would want to stop the government from catalysing progress?

Back in high school we learn't that a catalyst is something that speeds up a reaction – but remains unchanged at the end of the reaction. Its job is just to speed up the process – which was proceeding, but probably at a rate that would take forever. In more than one sense, this describes the role of governments in this brave new world created by globalization.

Look at every country in the world that has developed – and you’ll see the hand of its government. At different times the exact role might be different: it all depends on the circumstances. So let’s look at Guyana. It’s a small country that’s struggling to move into the big leagues. But while they mightn’t like to hear it, our business class is just not stepping up to bat as far as investment is concerned.
