I think there are a number of reasons:

 

1. Fear----they want to create fear in the Indian community

 

2. Irrelevance----APNU/AFC represents a break from traditional politics in Guyana (well, at least a fair attempt at a break). If this occurs, PPP is dead as it is presently constituted. They will become irrelevant because they will be seen as an Indian party. They will be forced to change, most likely some of them will emigrate.

 

3. Race----PNC v PPP has always been Coolie vs Black. Indians are more than Afros, thus PPP don't have to come up with new ideas, just use the age old system of us vs them.

1. It requires, at least two thirds of the MPs to make the needed changes to the constitution. of note, for practical purposes, the PPP/C has fifty percent of the MPs.

 

2. When the late president Forbes Burnham rigged the election to obtain about seventy five percent of the MPs, it was then that he-Burnham made the changes to the current constitution. Of note, when Shridath Surendranath " Sonny" Ramphal was with the then PNC government, he was not inclined to make the changed which Burnham did after Ramphal left his government.

 

3. There is absolutely nothing new and vibrant with the leadership of the PNC which is firmly in the hands of those like David Granger and others who are with the PNC since in the 1950's.

Changes were indeed made to the constitution when the PPP/C became the government in 1992 -- however those amendments did not require a two-thirds votes in parliament.

 

Again and of note, the PNC never made any public attempts for a submission to parliament for any changes; in particular where they have the numbers of MPs to secure the two-thirds support for the changes.

Changes were indeed made to the constitution when the PPP/C became the government in 1992 -- however those amendments did not require a two-thirds votes in parliament.

 

Again and of note, the PNC never made any public attempts for a submission to parliament for any changes; in particular where they have the numbers of MPs to secure the two-thirds support for the changes.

Riff has given 3 reasons why the PPP is focusing on the PNC --- fear, irrelevance, race.

I believe there is another reason: lack of confidence combined with lack of new appealing ideas.

In 1992, the PPP got into government by campaigning against PNC misrule. Fear enough.

Five years later, in 1997 the PPP elections campaign was run on the theme of keeping the PNC out of office. Fair enough.

In the 2001 elections, the incumbent PPP that had already ruled for 9 years was warning the electorate not to return the PNC, rigged elections and banned food items. Not fair.

In the 2006 elections the PPP played the same old tune. Clearly, the PPP didn't feel confident enough to win on its track record of 14 years in power.

In 2011, the PPP dusted its old scratchy anti-PNC record and played it full blast to put Ramotar in charge. It ended up with a minority regime.

Now, after 23 years in power, the main plank of the PPP platform is still the PNC of yore. Nothing new. Nothing original. Nothing forward-looking.

For how many more general elections must the majority of voters put up with this old boring anti-PNC tune? Patience is not eternal. The PPP is trying people's patience to the limit. May 11 is the limit.

We all know that the PPP loves the constitution the way it is...

When the PNC is serious to make the necessary changes, there will then be the needed number of MPs to make up, at least, two-thirds of the votes for approval of the amendments.

APNU/AFC represents all the people of Guyana <==> PNC/APNU/AFC represent a potition of the population, not ALL as in your statement.

 

PPP represents only one set ah people <==> PPP/C has the support of a large number of the population.
