because you are not a smooth operator....there is dirt in the inner white wheel so  so it skips. Get a new optical mouse or open up your old mouse mouse and clean it with some alcohol and que tips. You may need to scrape the dirt off with a sharp pointy instrument first because it can cake on real hard.

I am not sure this is the problem because I switched to another mouse and still have the same problem. You make it seem like I am a slob there dude.
