Last May, the State Assets Recovery Agency (SARA) officially confirmed with the local media that it was conducting an investigation into the award of the Kaieteur and Canje oil blocks.

An excerpt of the application made by ABR Oil and Gas Exploration for the Block C licence

These blocks were awarded by former President, Donald Ramotar, to three companies just before the 2015 General and Regional Elections.Heading that probe is SARA’s Special Assistant, Eric Phillips. The SARA official has continuously told members of the media that the probe of the Kaieteur and Canje blocks is necessary since the firms that got the licences– Ratio Guyana, Ratio Energy Limited, and Mid-Atlantic Oil and Gas–have no track record or wherewithal to independently explore and develop the blocks.

However, documents from the Guyana Geology and Mines Commission (GGMC) show that Phillips, who also has no track record in oil exploration, is one of the beneficial owners of a company called ABR Oil and Gas Exploration.
This company has applied for a licence to explore the block that is adjoining to Kaieteur and Canje.
Referred to as Block C, this offshore concession, which Phillips has an interest in is fixed in ultra deep waters.
According to the application seen by this newspaper, the ABR beneficial owners are listed as Seasoned Engineer, Charles Ceres (25%); former Guyana Goldfields Country Manager, Violet Smith (25%); Osafo George, a local businessman (25 %) and Eric Phillips (15 %).
None of these individuals has any track record of exploration and development of offshore blocks, which are located in ultra-deep waters. The only two companies in the world with this capability are ExxonMobil and Petrobras.

The application also called for the full particulars of technical competence and previous experience in oil prospecting or oil field development work including a record of petroleum exploration and production in Guyana and elsewhere.
To this, the applicants noted the following using two lines: “Country Manager- Takutu Oil and Gas and Groundstar Resources and Engineering Consultant- Takutu Oil and Gas and Groundstar Resources.”
This publication understands that Takutu Oil and Gas Inc. was formed by Groundstar Resources Ltd, a Canadian company, and is in partnership with another Canadian firm called Canacol Energy Ltd.
Before relinquishing the licence to drill the onshore Takutu block, both companies had done some gravity survey on the block and had drilled one well.
Furthermore, the application for the licence lists two individuals as ABR’s technical experts: Patrick Assad Ceres, who is an environmental engineer; he happens to be the son of Charles Ceres and Aisha Jean-Baptiste, a geologist, is the daughter of Violet Smith.
The applicants noted that they have US$5M at present to expend on operations under the licence being applied for.
These would include gathering geo-scientific data, its subsequent assessment along with purchasing of additional data, identification of potential targets and drilling of prospects.
They further noted that the company is Guyanese-owned and they intend to utilise Guyanese petroleum engineers and geologists in its work should the licence be granted.
Receipt # 6100198 as seen by this newspaper, shows that $394,000 was paid to GGMC for the licence through the Bank of Nova Scotia. The payment was received on October 16, 2016 at 14:24 hrs.
Kaieteur News tried several times yesterday to contact Phillips for a comment on this issue but he did not take the calls. Kaieteur News then messaged the SARA official via Facebook Messenger and indicated that his comment is being sought for a story.
When this was explained, he said that Kaieteur News should speak with Charles Ceres on the matter. Asked if he is still part of ABR, Phillips said, “Noâ€ĶI am not.”
Up to press time, there was no response when this newspaper asked Phillips to state if his departure from the company was before or after he was put in charge of the SARA probe into the Kaieteur and Canje oil blocks.
When Ceres was contacted, he explained that Phillips was one of the founding members of ABR, which stands for African Business Roundtable and he was not aware that he had resigned. The engineer confirmed that Block C was applied for by the African Business Roundtable.
He made it pellucid however, that he is no longer with ABR and had resigned since his 65th birthday, which was September last.
BLOCK C
A few months ago, Head of the Energy Department, Dr. Mark Bynoe, had said that Guyana may be ready for a next licensing round of its offshore blocks, come the first quarter of 2020.
Dr. Bynoe had said that the licensing round is likely to be subjected to an open bid process. Ceres told this newspaper that he agrees with this move as it would maximise more profits for Guyana.
Dr. Bynoe had noted however that he would not want to go forward with the licensing round with Guyana’s old laws. He insisted that the principal Act, being the Petroleum Exploration and Production Act, needs to be reviewed, with the necessary amendments passed by the National Assembly.
It was hoped that that would have been achieved this year.
Furthermore, Dr. Bynoe revealed that his Department is slated to complete a gap analysis of existing legislation. He said that this gap analysis and the reviewed principle Act will set a strong foundation of transparency and accountability for the licensing round that would follow.
He said, too, that it will allow for the Department to draft any replacement or supplementary law that it might need for the sector.

My inside sources tells me that the Coalition have no issue with the Edris Dookie arrangement. They felt he was exploring and drilling for oil when no one was. He expended lots of money but never got lucky.   They believe he deserves to benefit from the pending oil boom.  

So Ronan, not even your PNC buddies are on the same page with you and the radical elements!

 The PNC, it seems, is not always ungrateful!

So don’t use this as some justification for a “giveaway” on ethnic grounds!  Sheer stupidness!

Corruption today has reached heights never imagined in Guyana. The list of blatant corrupt transactions since May 2015 has disappointed, nauseated and shocked people today. One transaction that has people talking and that has come to be synonymous with rampant corruption is Guyana’s largest single infrastructure project – the US$150 million Cheddi Jagan International Airport. Instead of people being joyous and proud over a spanking new modern airport, they are angry and disgusted over the mismanagement and corruption that have scarred the CJIA project. The CJIA project has become one more of the dozens of A Partnership for National Unity/Alliance For Change (APNU/AFC) ugly corruption scars on Guyana’s otherwise beautiful landscape.
The revelation this week that the project included a cost of US$35 million (more than G$7 billion) for sand used in the project, including for the runway, has shocked even the most ardent supporters of APNU/AFC. Independent analysts have estimated the real cost for sand for such a project should not exceed US$5 million. This means the cost was inflated by more than seven times the real cost. As unbelievable as this cost for sand is, there are other worrisome information that now has become part of the knowledge-base for Guyanese. In 2014, the project suffered a dramatic setback when APNU and AFC blocked the project in Parliament because, among other objections, was that the US$150 million budget was too excessive for the project that was designed. That project included an extended runway to accommodate bigger planes and new terminals with eight arrival and departure air bridges.
Soon after APNU and AFC became the Government, they restarted the project they had stalled in 2014. Shockingly, the very people who claimed the project cost was too high then reduced the scope of work, but at the same US$150 million cost. Instead of eight air bridges, the reduced scope of work ended up with only two. Visitors will notice four bridges, because, after public consternation, APNU/AFC added two more bridges, but outside of the US$150 million budget, having appropriated another US$750,000 (G$150 million) from the Consolidated Fund. In addition, instead of new terminals, there are now rehabilitated terminals. Adding salt to the wound, the project is now almost two years over the deadline and, as of now, is unlikely to be completed before the second half of 2019. Reportedly also, there are presently almost 1400 defects identified. How can we argue that the cost was heavily inflated, then reduce the scope, but not the budget? Something stinks to high heaven.
Truly most reprehensibly, the practitioners of corruption today were less than four years ago self-righteous anti-corruption crusaders. The leaders of APNU/AFC were the most vocal anti-corruption advocates, vigorously crusading against the then People’s Progressive Party (PPP) Government before 2015. APNU/AFC’s anti-corruption platform and their persistent, aggressive anti-corruption messaging resonated with people. They rode this anti-corruption platform all the way to victory in the 2015 General and Regional Elections. There were people who honestly believed the PPP was doing a good, even a great, job of managing the country’s economic and social welfare progress, but voted for APNU/AFC because they bought into their anti-corruption posture. APNU/AFC’s anti-corruption messaging succeeded in creating the perception of PPP’s corruption. Interestingly, after spending more than $130 million in forensic audits, no evidence of PPP corruption has emerged.
But the self-righteous APNU/AFC anti-corruption crusaders of pre-2015 turned out to be more corrupt than politicians of any other era in Guyana’s history. Whether it is the Cheddi Jagan International Airport, the Demerara River Bridge Feasibility Studies, the several medicine procurement contracts, the medical warehouse contract and many dozens more, averaging more than one per week for the entire four years since May 2015, corrupt transactions under this Government have poisoned development in Guyana. In fact, with negative dramatic events worrying people in Guyana every day, corruption continues to be among the top conversation topics in the country and always among the headlines in the breaking news. Adding to people’s anxiety are the continuing question of enquiring minds – what has happened to the US$18 million Exxon bonus and the G$30 billion GuySuCo loan?
In 2015, many people aware of the history of the PNC, the parent body of APNU/AFC, of corruption, unaccountability and authoritarian DNA, were willing to take a chance, hoping they had changed. When Government arranged a $30-billion bond guaranteed by the State and National Industrial and Commercial Investment (NICIL) assets, it was supposed to recapitalise the sugar sector. But the poor performance of the Guyana Sugar Corporation (GuySuCo) for the year raises questions about how the money was actually spent.

Government guarantee $30 billion bonds of which the Government utilised approximately $17.6 billion and is yet to provide an explanation to the people of Guyana regarding the use of these funds

The CJIA project has become one more of the dozens of A Partnership for National Unity/Alliance For Change (APNU/AFC) ugly corruption scars on Guyana’s otherwise beautiful landscape.
The revelation this week that the project included a cost of US$35 million (more than G$7 billion) for sand used in the project, including for the runway, has shocked even the most ardent supporters of APNU/AFC. Independent analysts have estimated the real cost for sand for such a project should not exceed US$5 million. This means the cost was inflated by more than seven times the real cost. As unbelievable as this cost for sand is, there are other worrisome information that now has become part of the knowledge-base for Guyanese. In 2014, the project suffered a dramatic setback when APNU and AFC blocked the project in Parliament because, among other objections, was that the US$150 million budget was too excessive for the project that was designed. That project included an extended runway to accommodate bigger planes and new terminals with eight arrival and departure air bridges.
Soon after APNU and AFC became the Government, they restarted the project they had stalled in 2014. Shockingly, the very people who claimed the project cost was too high then reduced the scope of work, but at the same US$150 million cost. Instead of eight air bridges, the reduced scope of work ended up with only two. Visitors will notice four bridges, because, after public consternation, APNU/AFC added two more bridges, but outside of the US$150 million budget, having appropriated another US$750,000 (G$150 million) from the Consolidated Fund. In addition, instead of new terminals, there are now rehabilitated terminals. Adding salt to the wound, the project is now almost two years over the deadline and, as of now, is unlikely to be completed before the second half of 2019. Reportedly also, there are presently almost 1400 defects identified. How can we argue that the cost was heavily inflated, then reduce the scope, but not the budget? Something stinks to high heaven.
Truly most reprehensibly, the practitioners of corruption today were less than four years ago self-righteous anti-corruption crusaders. The leaders of APNU/AFC were the most vocal anti-corruption advocates, vigorously crusading against the then People’s Progressive Party (PPP) Government before 2015. APNU/AFC’s anti-corruption platform and their persistent, aggressive anti-corruption messaging resonated with people. They rode this anti-corruption platform all the way to victory in the 2015 General and Regional Elections. There were people who honestly believed the PPP was doing a good, even a great, job of managing the country’s economic and social welfare progress, but voted for APNU/AFC because they bought into their anti-corruption posture. APNU/AFC’s anti-corruption messaging succeeded in creating the perception of PPP’s corruption. Interestingly, after spending more than $130 million in forensic audits, no evidence of PPP corruption has emerged.
But the self-righteous APNU/AFC anti-corruption crusaders of pre-2015 turned out to be more corrupt than politicians of any other era in Guyana’s history. Whether it is the Cheddi Jagan International Airport, the Demerara River Bridge Feasibility Studies, the several medicine procurement contracts, the medical warehouse contract and many dozens more, averaging more than one per week for the entire four years since May 2015, corrupt transactions under this Government have poisoned development in Guyana. In fact, with negative dramatic events worrying people in Guyana every day, corruption continues to be among the top conversation topics in the country and always among the headlines in the breaking news. Adding to people’s anxiety are the continuing question of enquiring minds – what has happened to the US$18 million Exxon bonus and the G$30 billion GuySuCo loan?
In 2015, many people aware of the history of the PNC, the parent body of APNU/AFC, of corruption, unaccountability and authoritarian DNA, were willing to take a chance, hoping they had changed. Now just four years into their term in government, APNU/AFC proves the tiger does not change its stripes. The DNA of the PNC for authoritarianism and corruption has exposed itself and has betrayed people. Unfortunately, poor people have become collateral damage, but APNU/AFC is blind, deaf and dumb to their plight.

Uhm... Eric Phillips resigned to mitigate the conflict of interest. What more do you want from him? How many PPPites have resigned because of their corruption?

The contract for CJIA expansion was signed in 2011. Remind me please which party was in government then?

It doesn't matter. Everyone and anyone suspected of criminality and corruption should be investigated. Why are you opposed to investigating the well-known corruption and criminality of the PPP regime?

Prior to Jagdeo’s NCV, the Coalition’s corruption was on steroids. After the successful passage of the NCV they suddenly sacrificing some of their sheep to look like they are running a clean ship. So consider this a public service favor from Jagdeo.

How hapless is the Coalition that they didn’t know about this conflict of interest earlier?
