Why the hypocritical talk of constitutional reforms?

Why do we keep hearing many people complaining about constitutional reforms and placing the responsibility exclusively on the government? Don't they know that, we the people, are well-informed that such changes requires a minimum of 2/3 of the votes in parliament for it to happen? Don't they know that we know that the gov't. does not have 2/3 votes in parliament and cannot count on the oppositon to give them the rest of votes needed to pass any such reforms?
